The Operations and Management Directorate (OMD) provides corporate services to all SPC Divisions and Programmes, focusing on improving the effectiveness of systems, policies, and management to deliver high-quality customer-oriented services.
Job Overview: The Gender and Human Resources Advisor will play a crucial role within the SPC Human Resources department, providing technical advice and assistance on gender equality and social inclusion through policy reform and review work. This position will align HR-related activities, strategies, and work plans with the Women in Leadership (WIL) programme, supporting capacity building, analysis, and reporting. The advisor will be pivotal in implementing the 2022 Leadership/Gender Audit recommendations and ensuring that key policies related to Gender Based Violence (GBV), Domestic Violence (DV), Child Protection, and the Prevention of Sexual Exploitation, Abuse, and Harassment (PSEAH) are effectively implemented and maintained. The role requires collaboration with various stakeholders to ensure compliance and contribute to safeguarding SPC while mainstreaming gender equality and social inclusion across the organization.
Duties and Responsibilities:
Conduct a gender assessment and analysis on HR to identify the scope of work, timeline, and resources required.
Review the HR Action plan on the 2022 WIL Gender/Leadership Audit and update it for implementation.
Collaborate with HRSD and the WIL Programme to conduct gender analysis for HR to support the design of an SPC Gender Equality strategy.
Develop guidelines and standards for gender equality and social inclusion considerations across all HR pillars.
Provide technical advice and support to HR on advisory, sensitive, and complex matters related to gender equality and social inclusion.
Lead the drafting, review, and updating of gender-specific policies and strategies.
Mentor and guide the HR Department and other SPC staff in integrating gender considerations into their work.
Develop a Monitoring & Evaluation (M&E) and Learning Plan to support gender equality and social inclusion activities.
Manage the budget for gender policy and strategy-related initiatives. 1
Prepare detailed reports on the progress of gender policy initiatives, challenges encountered, and outcomes achieved. 1
Supervise staff, including leave approvals and performance appraisals, while fostering a high-performance team environment.
Required Qualifications:
A postgraduate qualification in a relevant field such as gender studies, social sciences, public policy, international relations, or development studies.
At least 10 years of professional experience in policy development, gender mainstreaming, or related roles.
Expertise in developing and implementing gender-focused strategies and policies within an organization.
Skilled in various capacity-building modalities involving gender equality and related disciplines.
Experience in implementing strategies to advance gender equality and safeguards in a medium to large organization.
Programme management experience, including developing, delivering, and reporting against work plans.
Educational Background: A postgraduate qualification in a relevant field such as gender studies, social sciences, public policy, international relations, development studies, or an equivalent body of knowledge and experience is required for this position.
Experience: The position requires at least 10 years of professional experience in policy development, gender mainstreaming, or related roles. Candidates should have a proven track record of developing and implementing gender-focused strategies and policies in an organization, as well as experience in programme management.
Languages: Excellent English communication skills (oral and written) are mandatory for this position. Knowledge of French is considered an asset but is not required.
Additional Notes: The contract duration is until 30 June 2026, subject to renewal depending on funding and performance. The position is classified as band 11 in SPC’s 2024 salary scale, with a starting salary range of 3,091‒3,864 SDR per month, approximately converting to FJD 9,211–11,513 (USD 4,111–5,138; EUR 3,831–4,789). Benefits for international employees based in Fiji include a housing allowance, establishment and repatriation grants, removal expenses, airfares, home leave travel, health and life insurance, and education allowances for eligible employees and their dependents. Employees are entitled to 25 working days of annual leave per annum and access to SPC’s Provident Fund.
