Job Overview:
The Gender-Based Violence Advisor – Prevention and Response is a pivotal role within the SPC, responsible for overseeing the implementation of the SPC Domestic Violence Policy (DV Policy) and its associated Standard Operating Procedures (SOP). This position aims to enhance awareness, compliance, and prevention of harmful behaviors while promoting a safe and inclusive work environment. The advisor will not serve as a GBV Counsellor but must possess a solid understanding of GBV counseling and case management, as well as knowledge of GBV referral pathways in the Pacific context. The role is crucial for leading the implementation and promotion of the DV Policy across SPC, ensuring that the organization fosters a high-performance culture that empowers employees and rejects domestic and family violence. The advisor will work closely with the Human Resources Director to provide timely support to staff experiencing domestic violence, thereby contributing to a supportive workplace culture.

Duties and Responsibilities:
The key responsibilities of the Gender-Based Violence Advisor include:
  • Technical Advice and System Management: Develop a workplan to implement GBV/DV actions across SPC, collaborate with Legal and Human Resources to lead the implementation of the SPC Manual of Staff Policies, conduct periodic reviews of the DV SOP, develop a case management system, and support SPC Divisions in onboarding Wellbeing Focal Points.
  • Capacity Building – Prevention, Response and Advocacy: Develop and implement a capacity building development plan for SPC staff, design and implement a Respect at Work Program, establish a Directory of GBV/DV Services, and work collaboratively with HR to provide support to affected staff.
  • Learning Management Schedule: Coordinate with the HRSD Division to develop training materials, implement mandatory self-paced courses, develop an M&E and Learning plan, and facilitate lessons learned discussions.
  • People Management, HR Reporting and Analysis: Report to the Human Resources Director, supervise staff, create a team environment, manage data collection on DV issues, and conduct regular reviews of the DV Policy implementation.

Required Qualifications:
The position requires a postgraduate qualification in a relevant field such as gender studies, social sciences, public policy, international relations, or development studies. Additionally, candidates must have at least 10 years of experience working in the gender-based violence sector in the Pacific, demonstrating skills in capacity building modalities related to GBV and experience implementing DV/GBV safeguards in medium to large organizations.

Educational Background:
Candidates must possess a postgraduate qualification in a relevant field, which may include gender studies, social sciences, public policy, international relations, or development studies. This educational background is essential for understanding the complexities of gender-based violence and domestic violence issues within the Pacific context.

Experience:
The role requires a minimum of 10 years of experience in the gender-based violence sector, specifically within the Pacific region. Candidates should have experience as a counselor or coordinator and must demonstrate proficiency in capacity building related to GBV and DV. Experience in implementing policies and safeguards in medium to large organizations is also necessary.

Languages:
Excellent English communication skills, both oral and written, are mandatory for this position. While English is the primary working language at SPC, knowledge of French is considered an asset, as it aligns with SPC's commitment to bilingualism and cultural diversity.

Additional Notes:
The contract duration for this position is until 30 June 2026, subject to renewal based on funding and performance. The Gender-Based Violence Advisor is classified as a band 11 position in SPC’s 2024 salary scale, with a starting salary range of 3,091‒3,864 SDR per month, which converts to approximately FJD 9,211–11,51
