In celebration of its 70th anniversary, SPC established the Pacific Community Centre for Ocean Science (PCCOS) to enhance scientific excellence and serve as a regional science information hub. PCCOS leads various initiatives, including the Pacific Islands Ocean Acidification Centre and the Pacific Islands Decade Coordination Centre, focusing on regional coordination and collaboration.

Job Overview:
The Pacific Islands Decade Collaborative Centre Coordinator will play a crucial role in launching and scaling the activities of the Pacific Decade Collaboration Centre (DCC). This position is designed to support the implementation of the UN Ocean Decade while ensuring that the activities align with regional priorities and stakeholder needs. The coordinator will be responsible for engaging with Decade Actions, providing technical support for ocean data management training, and facilitating stakeholder engagement. The role also involves contributing to the development of future Calls for Decade Actions, ensuring regional ownership, and delivering a comprehensive workplan that outlines the DCC's priorities and goals. The coordinator will also be tasked with enhancing communication strategies and mobilising resources to support the DCC's initiatives.

Duties and Responsibilities:
The key responsibilities of the Pacific Islands Decade Collaborative Centre Coordinator include:
  • Coordination of Actions and Stakeholder Facilitation: Engage with Decade Actions to provide guidance on data management and sharing, support the implementation of the Ocean Decade Data and Information Strategy, and provide logistical support for training initiatives.
  • Supporting Decade Calls for Action: Contribute to stakeholder consultations and analysis for future Calls for Decade Actions, ensuring that Pacific-specific needs are prioritised.
  • Monitoring and Reporting: Deliver annual workplans, lead reporting in compliance with the Ocean Decade Monitoring and Evaluation Framework, and support Decade Actions in their M&E responsibilities.
  • Communication: Implement the Ocean Decade Communications Strategy, promote Pacific Islands contributions, and develop relevant communication materials.
  • Mobilisation of Resources: Project resource needs for the next three years, source relevant resources, and ensure effective mobilisation of finance, technology, and data.

Required Qualifications:
The position requires a postgraduate qualification in ocean science, marine science, maritime affairs, coastal engineering, or a related discipline, or equivalent knowledge and experience. Candidates must have at least 7 years of experience in ocean science, demonstrated project management skills, and experience in coordinating diverse stakeholder groups. Experience in fundraising and partnership development is also essential, along with the ability to work under tight deadlines and manage changing priorities.

Educational Background:
Candidates must possess a postgraduate degree in a relevant field such as ocean science, marine science, maritime affairs, or coastal engineering. Equivalent knowledge and experience may also be considered.

Experience:
The ideal candidate should have a minimum of 7 years of relevant experience in an organisation focused on ocean science. This includes experience in project or programme development and management, as well as coordinating groups and networks of diverse stakeholders. Experience in a regional or international organisation is highly desirable.

Languages:
Excellent English communication skills, both oral and written, are mandatory for this position. A working knowledge of French is considered an advantage, enhancing the candidate's ability to engage with a broader range of stakeholders.

Additional Notes:
The contract duration for this position is until 30 June 2025, subject to renewal based on funding and performance. The position is classified as a band 10 role in SPC’s 2024 salary scale, with a starting salary range of 2,575–3,218 SDR per month, approximately converting to FJD 7,672–9,591 (USD 3,424–4,280; EUR 3,191–3,989). Expatriate staff members are not subject to income tax in Fiji, while Fiji nationals will be. Benefits for international employees include a housing allowance, establishment and repatriation grants, health and life insurance, and access to a Provident Fund.
