Job Overview:
The Regional Monitoring, Evaluation and Learning (MEL) Coordinator plays a crucial role in establishing and implementing systems that promote evidence-based decision-making and enhance program performance within the Middle East and North Africa Regional Office (MENA RO). This position involves providing technical support to both in-country and regional staff, ensuring the effective use of relevant and timely information regarding program scale, relevance, and effectiveness. The MEL Coordinator will be responsible for building capacity across regional and country missions by identifying and implementing effective, cost-efficient, and meaningful MEL systems. The role requires active participation in design" style="border-bottom: 1px dotted #007bff !important;">program design discussions, supporting the execution of MEL activities, and contributing to organizational learning through analysis and reporting.

Duties and Responsibilities:
The duties and responsibilities of the Regional MEL Coordinator include adherence to NRC policies and procedures, supporting the development and implementation of MEL systems at both country and regional levels, and participating in program design discussions. The Coordinator will assist program staff in planning and executing MEL activities, including data collection methodologies, data management, and analysis. They will also support the dissemination and use of evaluations and monitoring data to inform program development and adjustments. Additionally, the MEL Coordinator will contribute to organizational learning by analyzing lessons learned and preparing reports, provide capacity strengthening efforts in MEL, and ensure the execution of project and program MEL plans. The role also involves advising on the development of logframes and indicators, supporting country offices in improving outcome monitoring, and facilitating training and workshops as needed.

Required Qualifications:
Candidates for the Regional MEL Coordinator position must possess at least 5 years of experience in international non-profit organizations or research institutes in a similar capacity. They should have a thorough understanding of monitoring and evaluation principles and current approaches in relief and development programs, utilizing both quantitative and qualitative methods. Strong analytical skills for handling large data sets and presenting results in various formats are essential. The candidate should also have experience in capacity-building efforts for diverse colleagues and local partner agencies in MEL. Proficiency in both English and Arabic at an advanced level is required, along with strong computer skills, including MS Office applications.

Educational Background:
The educational background required for this position includes a relevant degree in social sciences, international development, or a related field. Advanced degrees are preferred, as they provide a deeper understanding of the complexities involved in monitoring and evaluation within humanitarian contexts.

Experience:
The position requires a minimum of 5 years of relevant experience in monitoring, evaluation, and learning within international non-profit organizations or research institutes. Candidates should have a proven track record of working in complex humanitarian environments and possess a strong understanding of the dynamics of the humanitarian sector.

Languages:
Proficiency in English and Arabic is mandatory for this position, with advanced speaking, reading, and writing skills required in both languages. Knowledge of additional languages relevant to the region would be considered an asset.

This is a fixed-term position based in the Middle East and North Africa Regional Office in Amman, Jordan, with a contract duration until December 31, 202
  • The role may require travel within the region, estimated at 25%, to countries such as Iraq, Lebanon, Libya/Tunisia, Palestine, Syria, and Yemen. The position is open to candidates who have the legal right to work in Jordan, and NRC is unable to provide work permits or visa sponsorship.
