Job Overview: The Director of Operations with a Focus on Finance will play a crucial role in ensuring the efficient implementation of financial management and logistical compliance standards within the Kabul office. This position requires a proactive approach to maintaining auditable and efficient financial processes, supporting program administration, and ensuring adherence to Welthungerhilfe’s rules, standards, and donor regulations. The Director will work closely with the Country Director and will be responsible for providing training, guidance, and support to staff and partner organizations. The role also involves managing logistics-operations" style="border-bottom: 1px dotted #007bff !important;">logistics operations in compliance with organizational standards and overseeing administrative processes to facilitate transparency, accountability, and operational success. The position is expected to be filled as soon as possible, with an initial contract duration of two years and good prospects for extension.
Duties and Responsibilities: The Director of Operations will be responsible for a wide range of duties, including but not limited to: ensuring that financial processes in the country office are auditable and efficient; monitoring budget planning, adjustments, and fund allocations for projects; checking and approving partner agreements for compliance with donor regulations; supervising liquidity planning, internal fund requests, and cost allocation; overseeing project bookkeeping and ensuring timely internal and external financial reporting; coordinating responses to audits, implementing recommendations, and ensuring compliance with findings; managing country office re-financing measures and integrating the country office budget into organizational financial plans; processing refunds, returns, and final fund reconciliations with donors; supervising the logistics department to ensure adherence to procurement regulations and donor standards; implementing and monitoring transparency, accountability, and screening procedures; providing financial and administrative training to national and international staff and partner organizations; guiding and advising projects and partner organizations to ensure compliance with contracts and audit requirements; maintaining up-to-date documentation in systems such as O365, FundsPro, and ProMis; monitoring report deadlines, reviewing project accounts, and submitting accurate reports to the Head Office; and supporting program implementation in line with co-financing agreements and organizational standards.
Required Qualifications: Candidates must possess a Bachelor or University degree in Finance or equivalent experience that matches the position. Proven skills in procurement and other logistic tasks such as fleet management, inventory, and tenders are essential. Additionally, candidates should have demonstrated skills in finance reporting, audit preparations, budgeting, management, and organizational skills. The ability to work under time pressure and manage a regular, high workload is crucial. Candidates must also be able to work in an insecure environment and be committed to adhering to strict security" style="border-bottom: 1px dotted #007bff !important;">security procedures. Advanced knowledge of Microsoft Office, especially Word, Excel, PowerPoint, and bookkeeping/finance management software is required. Familiarity with working in an insecure environment is considered an asset.
Educational Background: A Bachelor or University degree in Finance or a related field is required. Equivalent experience that demonstrates the necessary skills and knowledge for the position may also be considered.
Experience: A minimum of 5 years of working experience in finance administration as a manager is required, with a preference for candidates who have worked abroad in the global South. Additionally, candidates should have at least 2 years of experience working closely with the logistics department and be familiar with procurement, transparency, and accountability regulations.
Languages: Excellent spoken and written English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
