Job Overview: The position is part of the Programming, Partnerships, and External Support Section within the Norms Department of the ILO. This department provides secretariat services to ILO bodies overseeing the effective application of international labor standards and establishing policies for the adoption, promotion, supervision, and review of these standards. The role involves supporting the section by providing technical and policy assistance in the areas of social justice and international labor standards. This includes conducting analyses to identify priorities and innovative practices, contributing to strategy formulation, providing technical support to constituents, and participating in capacity development initiatives. The incumbent will prepare reports, policy reviews, and knowledge dissemination products, support development cooperation projects, and collaborate with partners to promote labor rights and decent work.
Duties and Responsibilities:
Provide technical and policy support to the Programming, Partnerships, and External Support Section in the area of normative work for social justice, in line with the biennial Programme and Budget.
Conduct global, regional, country, sectoral, and thematic analyses to determine constituents' priorities and needs regarding decent work. Examine previous impact assessments to identify innovative practices and propose adaptations to address identified issues.
Contribute to the formulation of strategies and policies for programming and results-based management aimed at promoting and integrating labor rights as human rights within the reformed UN development system. This includes providing technical inputs for the preparation of the Programme and Budget and its implementation report, as well as for the normative components of the Country Decent Work Programmes (CDWPs), UN cooperation frameworks, and development cooperation projects.
Provide technical support to ILO constituents and other relevant stakeholders regarding the recognition of labor rights as human rights to promote the Decent Work Agenda, international labor standards, and the work of ILO supervisory bodies. Respond to requests for information and guidance on these issues. Draft policy recommendations and support follow-up actions as appropriate.
Conduct thematic research and analysis for policy formulation that considers gender and diversity in normative policy, including the changing needs of the world of work and their impact on the adoption, implementation, and supervision of international labor standards. Commission research, draft instructions for consultants, and oversee and coordinate their work.
Maintain updated knowledge on new trends and changes in policies related to international labor standards for knowledge sharing with the ILO's Global Technical Team and the C2A network, among others.
Draft or contribute technical inputs for the preparation, peer review, and editorial revision of policy reviews, working documents, reports, publications, and other knowledge dissemination products, and collaborate in their dissemination. Provide technical content based on empirical data for social media, tools, and digital platforms, including Teams spaces of the Global Technical Team and the C2A Network, to reach a wide and diverse audience.
Synthesize and share good practices and lessons learned, considering complementarities with other technical areas of the ILO's Decent Work Programme.
Participate in defining constituents' capacity development needs related to international labor standards and formulate proposals on how to meet them. Prepare contributions for related training and learning activities and materials in collaboration with the ILO's International Training Centre (ITC-ILO) in Turin or other relevant partners as appropriate. Deliver training to various audiences using communication tools and innovative methods leveraging digital technologies. Participate in knowledge-sharing activities. 1
Provide substantive normative contributions to the design, development, implementation, monitoring, and technical support of development cooperation projects and reporting on them. Draft programme and project documents considering constituents' priorities regarding international labor standards, labor rights as human rights, and the need to incorporate them into UN cooperation frameworks. 1
Support resource mobilization efforts for new projects and activities in the area of international labor standards, leveraging collaboration opportunities with partners and proposing new initiatives. 1
Participate in working groups, consultations, and national, regional, international, and inter-agency forums of the UN and other stakeholders to engage with current and potential partners on normative policy issues related to labor rights as human rights. 1
Organize, support, or facilitate meetings and other events in the area of international labor standards, including proposing agenda items, determining participants, preparing technical materials, suggesting facilitation techniques, preparing and delivering presentations, drafting summary reports, and ensuring follow-up. 1
Perform other related tasks as assigned.
Required Qualifications: Advanced university degree (master's or equivalent) in law, political science, international development studies, or another relevant discipline. Alternatively, a first-level university degree (bachelor's or equivalent) in one of the mentioned fields or another relevant discipline, combined with two additional years of relevant professional experience, in addition to the experience indicated below.
Educational Background: A master's degree or equivalent in law, political science, international development studies, or a related field is required. A bachelor's degree in a relevant discipline may be accepted if combined with additional relevant experience.
Experience: At least five years of experience in programming related to decent work or managing development cooperation projects. Experience related to the work of ILO supervisory bodies and applied research for policy formulation will be valued.
Languages: Excellent command of English is required. Practical knowledge of French or Spanish will be an asset.
Additional Notes: All contracts/extensions are governed by the ILO Staff Regulations and other applicable internal rules. Any job offer with the ILO is subject to certification by the ILO Medical Advisor that the individual is physically fit to perform the inherent and specific requirements of the offered position.
