The job posting organization is the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). Established in April 2014, MINUSCA was authorized by the UN security" style="border-bottom: 1px dotted #007bff !important;">Security Council to address the security, humanitarian, human rights, and political crises in the Central African Republic (CAR). The mission's primary objective is the protection of civilians, alongside supporting the transition process, facilitating humanitarian assistance, promoting and protecting human rights, and supporting justice and the rule of law. MINUSCA currently has approximately 11,650 military personnel and 2,080 police personnel, working towards creating political, security, and institutional conditions that sustainably reduce the presence and threat posed by armed groups in the region. The mission operates under the broader framework of UN peacekeeping efforts and aims to foster stability and peace in CAR, which has faced significant challenges in these areas for many years. Job Overview:
The Environment Officer will play a crucial role in managing environmental activities within the mission's sector of responsibility. This position involves coordinating and managing actions related to environmental and cultural issues, establishing and implementing the mission's Environmental Management System (EMS), and ensuring compliance with environmental policies and guidelines. The officer will work under the supervision of the Director of Mission Support and the Chief of the Environment Unit, focusing on conducting environmental assessments, producing environmental studies, and implementing the Environmental Action Plan. The role requires a proactive approach to environmental management, including regular inspections, risk assessments, and the promotion of environmental awareness among mission personnel. The Environment Officer will also be responsible for liaising with military personnel and local authorities to ensure that environmental standards are met and maintained throughout the mission's operations.

Duties and Responsibilities:
The Environment Officer's duties and responsibilities include:
  • Supporting the Director of Mission Support and the Chief Environment Unit in reviewing and developing the mission's environmental policy and guidelines.
  • Conducting environmental assessments and surveys, including Environmental Impact Assessments (EIA).
  • Liaising with military camps to ensure the completion of recommended environmental actions.
  • Providing environmental support and guidance to mission clients.
  • Producing or updating the mission's Environmental Baseline Study (EBS).
  • Implementing the Environmental Action Plan in the designated sector.
  • Producing the Environmental Emergency Preparedness Plan in collaboration with relevant offices.
  • Overseeing and monitoring the execution of environmental actions and preventive measures.
  • Leading and coordinating the implementation of the Environmental Action Planning and Performance (eAPP). 1
  • Conducting regular environmental inspections and risk assessments. 1
  • Maintaining records of environmental issues and actions taken. 1
  • Investigating complaints related to pollution and health hazards. 1
  • Submitting periodic reports on environmental issues to the Chief Environment Unit. 1
  • Advising relevant officers on environmental issues arising from assessments and studies. 1
  • Promoting environmental awareness and conducting training for mission personnel. 1

  • Supporting the DPO/DOS Environmental Policy for Peacekeeping Operations and Special Political Missions as directed.

Required Qualifications:

The assignment for the Environment Officer position is renewable on an annual basis, from July 1 to June 30, with a maximum duration of four years. The duty station may change based on operational needs, and UN Volunteers may be required to work and travel to remote locations within the area of operations.
