IMPACT Initiatives has been active in the Democratic Republic of the Congo (DRC) since 2016, providing assessment, information management, and mapping services to inform humanitarian planning in the country.

Job Overview:
The position of Country Representative for IMPACT in the DRC is crucial for advancing the organization's mission in a region facing acute humanitarian crises. The representative will oversee external representation and advocacy, ensuring strong relationships with current and prospective donors, including USAID/BHA, FCDO, and UNICEF. The role involves supervising research units, ensuring compliance with organizational guidelines, and developing strategies that align with the country’s humanitarian needs. The representative will also manage the financial health of the mission, improve human resource conditions, and enhance operational processes. This position requires a deep understanding of the socio-economic context of the DRC and the ability to navigate complex humanitarian coordination mechanisms.

Duties and Responsibilities:
  • Develop and implement the country strategy by analyzing socio-economic conditions and humanitarian needs.
  • Establish and maintain relationships with key partners and stakeholders, promoting IMPACT's programs in decision-making forums.
  • Oversee the fundraising efforts by communicating with current and potential donors and supervising project proposal development.
  • Manage the programmatic units of research, ensuring synergies between different programs and tracking progress.
  • Ensure timely organization of project launches, reviews, and end-of-project meetings, while adhering to contractual obligations.
  • Provide leadership and management to the mission, ensuring all staff have clear mandates and performance indicators.
  • Coordinate with ACTED to ensure compliance with safety and operational procedures.
  • Maintain confidentiality of data collected and ensure adherence to data protection processes.

Required Qualifications:
Candidates must possess excellent academic qualifications, including a degree in relevant fields such as international relations, political science, social research, economics, or development studies. They should have prior experience in a senior role within an NGO or UN context, demonstrating successful management of international and national teams in humanitarian settings. A minimum of 5 years of relevant professional experience is required, with a preference for candidates who have worked in Central Africa or the Great Lakes region. Strong leadership, communication, and advocacy skills are essential, along with the ability to work independently in a complex environment.

Educational Background:
A relevant academic background is essential, with candidates expected to hold a degree in disciplines such as international relations, political science, social research, economics, or development studies. Advanced degrees may be preferred but are not mandatory.

Experience:
Candidates should have at least 5 years of relevant professional experience, ideally in a senior management role within an NGO, foundation, research center, or UN agency. Experience in managing teams in humanitarian contexts is crucial, and familiarity with the Central African region is highly desirable.

Languages:
Fluency in French is mandatory, while proficiency in English is desirable. Knowledge of regional languages such as Lingala or Swahili is considered an asset.

Additional Notes:
The contract duration is 24 months, with a salary range of 4,200 to 4,560 CHF per month, plus a monthly living allowance of 500 USD. The position is based in Goma, DRC, with occasional travel to other bases. The role includes benefits such as accommodation, health insurance, and a pension plan.
