Job Overview: The consultancy aims to develop a comprehensive report on the Iraqi trade union movement, focusing on its current state in relation to the economic, social, and labor realities in Iraq. The consultant will conduct a thorough analysis of the trade union landscape, including structures, membership, governance systems, and engagement with stakeholders. The role involves identifying challenges and opportunities for reform, enhancing the effectiveness of trade unions, and providing strategic recommendations for capacity building. The consultant will engage with various stakeholders, including union members, leaders, and government representatives, to gather insights and develop actionable recommendations that align with international labor standards.
Duties and Responsibilities:
Conduct comprehensive research on Iraq's trade union landscape, including desk reviews, structured interviews, and focus groups with union members and stakeholders.
Analyze the current structure, governance, membership, and operations of trade unions in Iraq.
Identify key challenges such as fragmentation, political interference, and resource limitations.
Assess the representation of young workers and women within trade union structures.
Evaluate participation levels and barriers to effective social dialogue.
Develop tailored recommendations for governance improvement and resource allocation.
Propose strategies for enhancing trade union capacity for meaningful engagement in policy discussions.
Prepare an inception report outlining methodology and key stakeholders.
Present findings to stakeholders, including trade union leaders and government representatives.
Required Qualifications:
Advanced degree in labor economics, social sciences, industrial relations, or a related field.
Proven experience working with trade unions or labor organizations in similar contexts.
Experience in stakeholder engagement and facilitating consultations with diverse groups.
In-depth knowledge of international labor standards and trade union rights.
Strong analytical, research, and report-writing skills.
Excellent communication skills and ability to work with diverse stakeholders.
Educational Background: Candidates must possess an advanced degree in labor economics, social sciences, industrial relations, or a related field. This educational background is essential for understanding the complexities of labor markets and trade union dynamics, particularly in a post-conflict context like Iraq.
Experience: The consultant should have significant experience working with trade unions, social dialogue mechanisms, or labor organizations, particularly in fragile or post-conflict settings. Experience in labor, employment, and development studies is advantageous, as is familiarity with the challenges faced by workers in Iraq.
Languages: Fluency in English is mandatory, as all proposals and reports must be submitted in English. Knowledge of Arabic is an advantage, as it may facilitate communication with local stakeholders and enhance the engagement process.
