Job Overview:
The Emergency Officer position at UNICEF Ethiopia is crucial for addressing the urgent needs of vulnerable populations in Oromia, particularly children and women affected by conflict and instability. The role involves assisting in the development and implementation of emergency response plans, coordinating with various stakeholders, and ensuring that interventions are effective and sustainable. The Emergency Officer will be responsible for field monitoring, data collection, and reporting to inform program adjustments and enhance the overall response to humanitarian crises. This position requires a proactive approach to community engagement, ensuring that local voices are heard and integrated into emergency planning and response efforts.

Duties and Responsibilities:
The Emergency Officer will undertake a variety of duties, including but not limited to:
  • Assisting in the development and implementation of emergency response plans in collaboration with UNICEF teams, government counterparts, and humanitarian partners.
  • Supporting coordination efforts with local authorities and stakeholders to ensure an integrated and timely emergency response.
  • Conducting regular field visits to monitor the humanitarian situation, assess the impact of interventions, and gather data for program adjustments.
  • Collecting and analyzing data based on key emergency indicators to ensure accurate and timely information is available for decision-making.
  • Preparing situation reports, updates, and briefing notes for the UNICEF Amhara Field Office and sharing them with the country office.
  • Engaging with local communities to build resilience and promote disaster preparedness, ensuring that interventions are community-driven and sustainable.
  • Facilitating communication among stakeholders to enhance the effectiveness of the emergency response.

Required Qualifications:
Candidates for the Emergency Officer position should possess strong analytical and communication skills, with the ability to work collaboratively in a multi-stakeholder environment. A solid understanding of humanitarian principles and emergency response mechanisms is essential. The ideal candidate should demonstrate a commitment to children's rights and a passion for improving the lives of vulnerable populations. Proficiency in data collection and analysis, as well as experience in community engagement, are highly desirable. Additionally, candidates should be adaptable and able to work under pressure in challenging environments.

Educational Background:
A bachelor's degree in social sciences, international relations, public health, or a related field is required for the Emergency Officer position. A master's degree in a relevant discipline is preferred and may enhance the candidate's qualifications. Training in emergency management, humanitarian response, or related areas will be considered an asset.

Experience:
Candidates should have a minimum of 2-3 years of professional experience in emergency response, humanitarian assistance, or related fields. Experience working in complex emergencies, particularly in conflict-affected areas, is highly valued. Familiarity with UNICEF's mandate and operations, as well as previous experience in data collection and analysis, will be advantageous for applicants.

Languages:
Fluency in English is mandatory for the Emergency Officer position. Knowledge of local languages spoken in Oromia, such as Afaan Oromo, is highly desirable and will facilitate better communication with affected communities. Additional language skills may be beneficial but are not required.
