Job Overview:
The Program Manager will play a crucial role in supporting the PAHO/WHO Representative and the Country Office team in the strategic and operational planning of health programs. This position involves providing technical support in program management, budgeting, and resource mobilization to ensure effective implementation of the PAHO/WHO technical cooperation program. The incumbent will also be responsible for coordinating the planning process, monitoring the Biennial Work Plan (BWP), and ensuring alignment with the Technical Cooperation Agreements. The role requires collaboration with national counterparts and technical teams to develop and manage project proposals, ensuring that they meet the organization's mandates and priorities. Additionally, the Program Manager will oversee the implementation of information technology systems and ensure that the office's telecommunications operations are effectively managed.

Duties and Responsibilities:
  • Provide technical support and guidance on strategic and operational planning, program management, budgeting, and resource coordination.
  • Support the coordination of the planning process, including the development and monitoring of the BWP and CCS.
  • Collaborate in the analysis, development, approval, reporting, and monitoring of voluntary contribution projects.
  • Coordinate the implementation of the BWP and Semester Work plans, ensuring project managers provide necessary planning data.
  • Support performance monitoring and assessment of the BWP and PTS, preparing reports and advising on targets.
  • Prepare briefing documents and develop online tools for reporting and consolidation.
  • Participate in the Program Management Network and Resources Mobilization Network, reviewing progress on technical matters.
  • Serve as Risk Management Focal Point, supporting risk management analysis and mitigation plans.
  • Manage the Representation’s information systems and telecommunications operations. 1
  • Provide Tier 1 IT support and manage Local Area Network services. 1
  • Support the implementation of the PAHO Management Information System. 1
  • Develop IT service continuity plans and ensure compliance with backup plans. 1
  • Manage licenses for software and ensure compliance with security" style="border-bottom: 1px dotted #007bff !important;">security guidelines. 1
  • Assume the Project Manager role for IT projects, ensuring requirements are met and risks are managed. 1
  • Perform other related duties as assigned.

Required Qualifications:
Essential qualifications include a bachelor's degree in computer science or a health/social science related to the functions of the post. Desirable qualifications include training in public health, policy and planning, project management, health administration, or related fields. Candidates must provide scanned copies of their degrees from accredited institutions as part of the application process. PAHO only considers degrees recognized in the World Higher Education Database (WHED).

Educational Background:
Candidates must possess a bachelor's degree in computer science or a related health or social science field from a recognized university. Additional training in public health, project management, or health administration is considered an asset. Candidates must provide proof of their educational qualifications during the interview process.

Experience:
Candidates should have a minimum of five years of progressively responsible experience in policy and health planning, project management, and/or monitoring and evaluation. Experience in strategy formulation and resource allocation is essential. Desirable experience includes technical project management in social fields, particularly in health, requiring coordination among various institutions and government authorities.

Languages:
A very good knowledge of Spanish is mandatory, while a strong knowledge of English is considered an asset. Proficiency in both languages will enhance communication and collaboration within the organization and with external partners.

Additional Notes:
This position is subject to local recruitment regulations, and candidates must hold a permanent local working visa (citizenship or permanent resident card) of Mexico. The annual salary for this position is MXN $1,094,072.00 (net of taxes). The role offers benefits such as 30 days of annual leave, dependency benefits, a pension plan, and health insurance.
