Job Overview:
The Human Resources Officer position is integral to the Division Administration and Finance (DAF) of WHO, specifically within the Human Resources Management Unit (HRM). The role involves providing operational advice on a range of HR services, including staffing plans, talent acquisition, entitlements, and benefits. The incumbent will work closely with various client groups and HR staff to ensure effective HR management that aligns with WHO's objectives. This position requires a proactive approach to HR-related actions, focusing on workforce planning, talent acquisition, and collaboration with management to enhance organizational effectiveness. The HR Officer will also play a key role in advising on HR policies and practices, ensuring compliance with WHO standards, and contributing to crosscutting projects that support the organization's mission.

Duties and Responsibilities:
The HR Officer will be responsible for a variety of duties, including but not limited to:
  • Workforce Planning: Reviewing and advising on HR plans to ensure equitable placement of positions. Collaborating with management to identify and retain talent, supporting succession planning processes.
  • Talent Acquisition: Coordinating recruitment processes, managing selection procedures, and advising on relevant rules and regulations. Serving as an HR representative on selection panels and ensuring adherence to confidentiality and diversity policies.
  • Entitlements and Benefits: Providing guidance on compensation, allowances, and onboarding processes. Conducting briefings for incoming staff and debriefings for departing staff.
  • Collaboration: Establishing and maintaining relationships with client groups and counterparts to address HR-related matters and contribute to projects.
  • Initiative and Action: Advising and executing workforce plans that align with client group objectives, translating strategic goals into actionable HR strategies.

Required Qualifications:
Candidates must possess a first-level university degree in human resources management, public or business administration, law, social sciences, or a related field. WHO only considers higher educational qualifications from accredited institutions recognized in the World Higher Education Database (WHED). Additionally, candidates should have at least two years of progressive experience in human resources management, with proven expertise in areas such as classification, recruitment, compensation, and contract administration. Relevant HR experience within the UN system or a multinational environment, particularly in the public health sector, is desirable.

Educational Background:
A first-level university degree in human resources management, public or business administration, law, social sciences, or similar fields is essential. Candidates must ensure that their educational qualifications are from institutions recognized in the WHED, which is maintained by the International Association of Universities and UNESCO.

Experience:
The position requires a minimum of two years of progressive experience in human resources management. Candidates should demonstrate proven experience in multiple specialized areas of HR, including classification, recruitment, compensation, and contract administration for both long-term and short-term employees. Experience in the UN system or a multinational environment, particularly in the public health sector, is considered an asset.

Languages:
Excellent knowledge of English is essential, along with proficiency in the local language. This bilingual capability is crucial for effective communication within the diverse environment of WHO and its stakeholders.

Additional Notes:
The position offers a competitive remuneration package, starting with an annual base salary of PHP 1,827,954, subject to mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave. This vacancy may also be used to fill other similar positions at the same grade level.
