Job Overview: The Consultant for Performance Management System will be responsible for reviewing and enhancing the existing performance management system of the Ministry of Foreign Affairs of Malawi. This role involves developing an implementation plan for the deployment of the performance management system and providing capacity building for the Ministry’s staff. The consultant will coordinate the implementation of the plan, conduct capacity assessments, and identify gaps to ensure smooth deployment and maintenance of the system. Additionally, the consultant will develop training materials, organize training workshops, and provide ongoing technical assistance to ensure effective utilization of the performance management system. The overarching goal of this position is to improve the Ministry's operational efficiencies, enhance data-driven decision-making, and contribute to the fulfillment of national development agendas aligned with the Sustainable Development Goals.
Duties and Responsibilities: The consultant will undertake a variety of duties and responsibilities, including: developing the performance management dashboard system and creating promotional materials for its adoption by member states; coordinating the implementation of the performance management system within the Ministry of Foreign Affairs of Botswana; developing a detailed implementation plan with timelines and deliverables; reviewing the existing performance management system and suggesting enhancements; analyzing best practices in public sector performance management; facilitating training sessions for managers and employees; providing technical assistance and guidance throughout the implementation process; generating periodic reports on implementation progress; and preparing training materials for effective system use. The consultant will work under the direct supervision of the Chief of Statistical Data Development and will contribute to the strategic direction set by the Director of ACS.
Required Qualifications: Candidates must possess an advanced university degree (master’s degree or equivalent) in Business Administration or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of a master’s degree. Additionally, candidates should have at least five years of experience in program data management, with proven experience in designing, customizing, and implementing data management systems. Experience in facilitating training sessions is also desired, as it will be essential for the role.
Educational Background: The educational background required for this position includes an advanced university degree in Business Administration or a related area. Candidates with a first-level university degree may be considered if they have additional qualifying experience. This educational foundation is crucial for understanding the complexities of performance management systems and their implementation in a governmental context.
Experience: The position requires at least five years of relevant experience in program data management. Candidates should have a strong background in designing and implementing data management systems, which is critical for the successful execution of the performance management system.
