In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

Job Overview: The Programme Analyst position at UN Women’s China Office in Beijing is crucial for supporting the effective management of UN Women programmes, particularly in the area of Women's Economic Empowerment (WEE). The Programme Analyst will work closely with various stakeholders, including government officials, donors, and civil society, to ensure successful programme implementation. The position requires a strong analytical ability to assess results achieved during implementation and to support the application of appropriate systems and procedures. The Programme Analyst will also be responsible for providing technical support and capacity development to partners, ensuring that the programmes align with UN Women’s strategic objectives and contribute to the empowerment of women in China.
Duties and Responsibilities:
Contribute technically to the development of programme strategies in the area of WEE by providing inputs to the design and formulation of programme/project proposals and initiatives.
Provide technical support to the implementation and management of the WEE programme, including coordinating the annual workplan and budget, monitoring programme activities, and reviewing financial and narrative reports from implementing partners.
Offer technical assistance and capacity development support to project/programme partners, identifying opportunities for capacity building and facilitating necessary training.
Monitor and report on programme/project progress, ensuring that outputs and outcomes are tracked effectively.
Manage the financial aspects of the WEE programme, including budget monitoring and revisions, and overseeing the work of Programme Associates as needed.
Contribute to building partnerships and resource mobilization strategies by analyzing information and maintaining databases.
Provide technical inputs to inter-agency coordination efforts to ensure coherence and alignment of UN Women programmes with other partners.
Support advocacy, knowledge building, and communication efforts by developing background documents, organizing events, and creating knowledge management products related to WEE.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® is considered an added advantage. Candidates should demonstrate strong technical skills in programme formulation, implementation, monitoring, and evaluation, as well as knowledge of Results Based Management and the ability to analyze data and present findings effectively.
Educational Background: The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women’s studies, or international development. Alternatively, a first-level university degree with additional qualifying experience may suffice. A project/programme management certification is also beneficial.
Experience: At least 1 year of relevant work experience is required, specifically in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience in Women’s Economic Empowerment (WEE) is considered an asset, as is experience in coordinating with government agencies and donors, particularly the EU.
Languages: Fluency in English and Chinese is mandatory for this position. Knowledge of another UN official working language is considered an asset, enhancing the candidate's profile for the role.
