Job Description
ICAP at Columbia University, a global health leader situations within the Columbia Mailman School of Public Health in New York City seeks an experienced Human Resources for Health and Development (HRHD) consultant to assist our newly formed HRH unit in the development of a guidance document which includes strategic evaluation measures and methods and human resources for health development guidance for central and country program use.
Working in collaboration with the unit's director and staff, the consultant will develop a guiding document which presents in practical and user-friendly format a monitoring and evaluation framework for HRH training that moves beyond knowledge assessment to includes more robust evaluations of training including training outcomes and illustrative impact assessments (case studies, standardized patients, simulations and assessments in clinical practice/clinical outcomes- e.g. patient feedback, quality of patient care, fidelity to standards and best practices. The document should include recommendations on a core set of training indicators which can reasonably be required of all country programs engaged in health workforce training. In addition, the consultant will build on his/her extensive national and international HRH experience to provide background summary guidance in the document which outlines the key HRH training and development metrics that country program staff should know and be familiar with (e.g. key HRH policies, strategies and measures of HRH workforce planning (education, training and deployment) and health workforce budgeting). Develop a framework for simulation maturation – we could possibly include having you give a 1 hour webinar on this topic. Lastly, the consultant will include in the document definitions of objective measures that allow an educator/trainer to grade the level of simulation maturation from basic to complex and from novice to expert. A table which includes a stage-based maturity model can be used to define objective measures. We aim to fill this position by late July. Minimum education - MD, Nurse Practitioner or Physician's Assistant with at least 5 years of international global health experience. Strong track record as consultant to national Ministries of Health and leadership of large scale USG funded HRH programs preferred. The position is contingent upon availability of grant funding.
