The position is located in the Accounts Section (AS), Financial Resources Management Service (FRMS), Division for Management (DM) at the United Nations Office at Vienna (UNOV), in Vienna. ResponsibilitiesWithin delegated authority, the Chief of Section (Accounts) will be responsible for the following duties: •Plan, direct and oversee the management of the activities of the Accounts Section, which include accounting, payment, payroll, and treasury operations for UNOV/UNODC and other UN entities supported by UNOV. •Develop and revise financial policies, procedures, standards and tools, consistent with UN policy and practices, to ensure proper accounting, financial operations and financial controls, and to ensure compliance with the UN Financial Rules and Regulations. Review and assess accounting procedures and practices, including potential proposals to Headquarters, introducing changes as appropriate. •Identify the need and functional requirements to propose and manage the implementation of new and enhanced systems and other information technology tools to support accounting and financial processes for UNOV/UNODC. •Supervise, review and direct the preparation of all UNOV/UNODC financial statements, including the audited financial statements of the Fund of the United Nations International Drug Control Programme and the United Nations Crime Prevention and Criminal Justice Fund. •Provide authoritative advice, financial interpretations, responses and corrective actions in response to audits and other queries to ensure adherence to UN Financial Regulations and Rules and other related policies. •Prepare and supervise the preparation of financial reports for presentation to intergovernmental bodies, donors and senior management, as required. Coordinate verifications and other financial related actions stemming from European Union/ Financial and Administrative Framework Agreement (EU/FAFA) arrangements. •Provide guidance and support to UNODC Field Offices on their financial reporting and processing, to ensure adherence to UN Financial Rules and Regulations and other financial policies. •Supervise and manage Section staff; direct and oversee staff performance evaluation process and recruitment, taking due account of the needs of the organization, gender balance and other institutional values. •Participate in United Nations Secretariat working groups and related management reform streams; represent FMRS when required. •Perform other related duties as required.

EducationAdvanced university degree (Master’s degree or equivalent) in accounting, finance, business administration or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. An accounting qualification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is required.
Work ExperienceA minimum of ten years of progressively responsible professional experience in accounting, finance, auditing or related area is required; of which five years of experience managing accounting or financial teams is required. Working experience with complex accounting operations including multicurrency transactions, and private or public sector accounting standards such as IFRS or IPSAS is required. Working experience with an ERP system is desirable. Experience within the United Nations system and/or similar large international organization is desirable.
LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
