Purpose / Project Description:

COVID-19 taskforce. This role will also assist and provide guidance for the hubs COVID-19 task force leadership on best practice for strategic and operational security and access. This role is expected to play an important part of the mentoring of the newly hired north east
Humanitarian Access and Security
Coordinator.
Consultant Objectives:
Support and provide
safety and security coverage.
Consultant Activities: The Consultant will be responsible for:
Gap Coverage:
- Technical management and oversight of security leads:
- NWS Security Coordinator
- NES Humanitarian Access and Security Coordinator
- PSP Security Coordinator (interim person)
- Information Risk Management Officer (to be recruited)
Essential Tasks
- Member of the Incident Management in the event of a serious or critical incident
- WoS COVID-19 task force member
- Report all security related incidents to the Country Director and log all incidents
- Voting member of the Risk Management Committee
- Assist the Humanitarian Access and Security Coordinator moving forward with the Track 24 tracking system
- On a weekly basis (each Thursday) upload the weekly INSO incident lists to the T24 IMS platform
- In coordination with NES OPs, roll out of all new sat phones in NES to include trainings on the new units for all staff
- Administer the MCS INSO account and add/remove staff as needed or requested
- Conduct weekly calls with the security core teams for each hub (45 mins) which include the security lead and the Area Director
- Conduct at a minimum one structured standing call with the security lead from each hub covering key issues and hub work plans. Ad hoc communications on an ongoing basis
- Attend and contribute to the weekly standing meetings for the TMS. These are with the SMT department heads and the respective Area Director or Director of Programmes for ISHA
- Review or review/approve security documents from all hubs, provide critical analysis and feedback for security leads and Area Directors where necessary
- Assist and/or lead where needed in the development of any necessary SOPs/CPs for hubs for the country programme
- Attend the Regional Security Focal Point monthly meetings as the SFP
- In coordination with Area Directors and Security leads for NWS and NES assist in meeting MC Global Minimum Standards
Recruitment
- Assist the PSP Area Director in the recruitment of the PSP Security Coordinator and the Information Risk Management Officer (both positions Lebanon based)
- Lead the recruitment for the Security Manager (international position). Final interview(s) is to be carried out with the Director of Country Risk, Security and Safety Management with the selected candidate(s)
Capacity building & Training:
- Mentor the newly hired HASC in NES and support the nationalization of the security lead for NES (this is a trial period to see if this is feasible in the long term)
- Provide first aid and trauma care training for NES based staff (National/International) basing the training off the issued trauma kits
- Facilitate personal security awareness training for staff based in NES
- Mentor the NWS Security Coordinator in his daily work, assisting him where needed
Consultant Deliverables:
The Consultant will:
- Travel a planned 60% of the time to field offices while in NES
- Conduct first aid training and basic trauma care for staff in NES and work with NWS Security Coordinator for
Requirements:
- 5-10 years of experience working in complex security environments.
- Paramedic license
- Deep understanding and experience in the regional context.
- Ability to travel throughout the region.
