The department is responsible for global leadership,
coordination, guidance and
technical support to reduce premature mortality and morbidity from NCDs, burden of sensory impairments and oral health through prevention and integrated service delivery, treatment, rehabilitation, surveillance, monitoring and research. The Department also leads WHO's work on disability. The department provides overall coordination and brings together the work on NCD prevention, control, surveillance and rehabilitation from across the departments and from the three levels of the organization. It coordinates reports to the WHO and UN governing bodies and is the main interlocutor on NCDs. The department assists and supports regions and countries in their efforts to provide a country-centered, concerted and coordinated action to strengthen
health systems to respond to NCDs, oral diseases and sensory impairment. The department also ensure linkages between primary and secondary prevention using technical packages and harnessing innovation and use of technology including Be Healthy Be Mobile.
DESCRIPTION OF DUTIES
1. Develop and propose innovative technical health policies and strategies for implementation through collaboration with Regional and Country Offices and provide advice in the area of vision and eye care for strengthening and improving technical capacity in WHO Member States.2. Manage the area of vision and eye care by delivering its objectives and through efficient managing of a small team to optimize the programme's deliverables in line with the mandate of the Organization.3. Develop and monitor work plans and budgets for the team's activities and follow up on the implementation of planned activities.4. Analyse data and information on best practices by implementing
sustainable public
health programmes and disseminate information. 5. Manage research activities and dissemination of information for
capacity building in the area of eye care and vision. 6. Conduct
monitoring and evaluation of the work in vision and eye care and conduct timely reporting for decision makers.7. Provide technical guidance and work closely with counterparts in technical departments across the Organization and liaise with counterparts in partner UN Agencies, Donors and other stakeholders to harmonize recommendations on policies and strategies related to
Public health and the facilitation of successful implementation of national and/or
global health programmes.8. Develop and implement evidence-based technical tools to support Member States to strengthen health systems to integrate eye care.9. Develop training materials for capacity building in eye care according to the needs of Member States.10. Research, compile and evaluate a variety of data and information related to eye care.11. Upon delegation represent WHO at various meetings.12. Perform all other related duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential: A degree in a relevant eye care field and an advanced university degree (Masters' or PhD) in a medical and/or health field relevant to the position.
Desirable:
Experience
Essential: A minimum of 7 years of professional experience in the management of projects in the area of vision and eye care, including experience in the development of health policies and strategies. Experience at country in the area of vision and eye care with good understanding of relevant country's needs, priorities and policies, along with WHO's policies, practices, guidelines and procedures. Demonstrated experience managing human and
financial resources. Demonstrated exposure at the international level.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5450 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
