As part of the Field Support and Eco sustainability unit in DFAM’s Administrative
Management Services section at NYHQ, this position will provide crucial technical and managerial support to the unit, helping to achieve the organizational goals that UNICEF has set for our global field office network, namely in improving the eco-efficiency, accessibility and inclusiveness of operations and premises.
The Administrative Manager, (Eco -Efficiency) is responsible for leading the technical work required for planning, implementing and reporting on resource use efficiency and inclusiveness projects across UNICEF’s global field office network, to achieve concrete results according to the work plan developed by the Administrative Management Section to improve the ecoefficiency and inclusiveness of UNICEF’s office network and operations.

Summary of key functions/accountabilities:
Portfolio Management and Quality Assurance
• Identify goals and targets for UNICEF’s eco-efficiency and office accessibility strategy.
• Identify and track corresponding key performance indicators (KPIs).
• Strengthen real time
data collection, manage and analyze the data collection process contributing to refining goals and targets including quality assurance.
• Provide
technical assistance to UNICEF offices and help them achieve UNICEF goals and targets at the country and regional levels, through developing and implementing action plan based on data collection to reduce the environmental footprint and resource consumption.
• Analyze projects submissions to ensure effectiveness and quality assurance for approval, monitor implementation and take initiatives to ensure achievement of objectives.
• Provide inputs to the preparation of the UNICEF strategic plan on
climate change, including, data
analysis, briefings or short notes to the Senior Management as needed.
• Engage and nurture relationship with Programme and Supply Division to encourage climate considerations in policies to meet the UNICEF objectives on greenhouse gas reduction, reduction in water consumption and promotion of accessibility.
Technical support to Field Offices
• Provide local operations teams with
technical training pertaining to energy and water efficiency projects and coordinate with Head of Operations ongoing and planned projects.
• Support offices in drafting technical terms of reference for energy, lighting, and water efficiency projects.
• Review the technical aspect of bids and assist offices select adequate contractors and service providers.
• Identify offices in need of accessibility and coordinate actions and necessary projects across UNICEF offices to improve accessibility and meet UNICEF Strategic Plan target.
Implementing EDGE and renewable energy solutions, in new, renovated, and existing UNICEF offices
• Provide technical support to the Contracting Unit in Supply Division and coordinate the early-on application of energy and water efficiency features in new and renovated UNICEF offices.
• Continuously identify and address high demand products and services that contribute to improving the cost and resource use efficiency of UNICEF offices.
• Support Supply Division with technical terms of reference for high demand eco-efficiency products and services, including solar photo-voltaic solutions, that are identified to be procured globally.
• Where applicable, support the local
design teams with implementing the requirements of green building certifications, such as EDGE.
• Provide technical support to country offices when implementing renewable energy/solar projects, and
energy efficiency projects.
Co-Managing the Greening and Accessibility Fund
• Provide technical assistance to operations teams in completing applications to access the Greening and Accessibility Fund (GrAF).
• Evaluate the technical and financial feasibility of projects and present a recommendation to the approving authority.
• Manage the monitoring process of the ongoing and completed projects and report periodically to the Chief of section.
Innovations and initiatives toward reduction of energy consumption and contributing to meeting UNICEF Strategy plan goals and objectives.
• Develop initiatives, including new approaches and technology to promote eco efficiencies and accessibility while contributing to reduce environmental footprint.
Managing the Inclusive & Sustainable Operations Team
• Manage the eco-efficiency Team, build capacity and provide professional mentoring to the team regarding global climate commitments and strategy work streams.
• Plan work strategize to achieve objectives and report progress.
To qualify as an advocate for every child you will have…
- Advanced university degree in sustainability or similar, in addition to a degree in architecture, engineering or other relevant disciplines.
- EDGE Expert, LEED Accredited Professional or BREEAM certifications are an asset.
- A minimum of 8 years of relevant professional work experience.
- International work experience in energy efficient building construction, organizational greening, sustainability, and energy systems is an asset.
- Proficiency in AutoCAD and energy management software is an asset.
- Knowledge of vehicle management systems is desired
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
