This position is located in the Umoja/ERP Project Team (UET), Business Process Reengineering and Change Management (BPRCM), Division for Management (DM), United Nations Office at Vienna (UNOV) and United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The Programme Officer (ERP Functional Analyst - Finance and Change Management) will work under the direct supervision of Programme Management Officer (Umoja/ERP Project Team) and in close coordination with the Senior Programme Coordinator, BPRCM/DM. ResponsibilitiesThe incumbent will provide functional and technical support and expertise for the ongoing deployment of Umoja Extension 2 (UE2) functionality by supporting the coordination efforts with the Financial Resource Management Service (FRMS) and all Divisions of UNOV/UNODC. S/he will support various other and related internal change management initiatives, which will improve and transform the provision of services to clients and may have direct impact on operational activities of UNOV/ UNODC in Vienna, field offices and all other Vienna based UN Secretariat offices. The incumbent will be responsible for the following specific duties: •Act as the deployment focal point for Umoja Extension 2 (UE2) deployments related to financial processes including solutions related to further enhancements of the Integrated Planning, Management and Reporting (IPMR) module and its integration with fundraising and further integration with the conference and event management module, and the IP/Grantor management module, including related dashboard development and reporting. •Act as the functional and technical support expert for all Umoja processes related to Finance and Grants Management in providing technical support to all end users; as well as identifying mitigating measures upon assessment of issues faced by clients. •Act as the Umoja interlocutor of the Umoja-Enterprise Resource Planning Solution Division/Department of Management Strategy, Policy and Compliance (ERPSD/DMSPC), UN Headquarters, regarding improvements to the Umoja solution, including its recording in SAP ChaRM (Requirements Management Module) and discussion with functional groups of the Umoja Change Board (UCB) as well as deployment activities related to data conversion, user access mapping, training, testing and technical support issues. •Communicate solution design to stakeholders and provide input to the Umoja team in New York through-out the build process to ensure design, configuration and solution is built to specification and requirements of UNOV/UNODC. •Guide user groups on business transformation in the areas of finance and budget based on new end-to-end processes in the Umoja solution as a result of UE2 and system enhancements. •Perform Product Integration Testing (PIT) and User Verification Test (UVT) and guide the user community in the development of business case scenarios and execution of Umoja test scripts. •Periodically train local process experts (LPEs), Divisional and Field Office Focal Points in the new processes related to Umoja and provide guidance on any other related cross functional UE2 processes. •Build repository of common technical Umoja issues, which can be addressed via frequently asked questions (FAQ) on the UN Vienna Client Support portal. •Provide guidance to security" style="border-bottom: 1px dotted #007bff !important;">Security Liaison Officers (SLO) and SLO focal points on user provisioning of Umoja roles and liaise with the Umoja team on any process irregularities. •Support change management initiatives related to the ongoing maintenance of UNOV/UNODC’s Client Support Portal (CSP) relating to Umoja Finance, Budget Management, Treasury and Implementing Partners as well as provide input into global change management initiatives such as an eventual Secretariat-wide service catalogue in the area of Finance for Secretariat’s Client Management Model. •Support implementation of innovative solutions such as automation of data processing which can enhance operational efficiencies of the organisation. •Act as organizational focal point for initiatives related to development of finance Business Dashboards, providing inputs and recommendations on Key Performance Indicator (KPI); as well as performing data analytics by leveraging on data available in Umoja to support operational and oversight needs of UNOV/UNODC. •Provide support to the development and refinement of online training materials, as required. •Perform other work-related duties, if required.

EducationAdvanced university degree (Master's degree or equivalent) in business administration, finance or accounting is required. A first level degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. An international professional qualification in finance (e.g. Certified Public Accountant, Chartered Accountant or Certified Management Accountant) is desirable.
Work ExperienceA minimum of five years of progressively responsible professional experience in financial management, budget formulation and accounting in the public sector, or related area is required. Work experience in an analytical role in supporting the technical functionality of an ERP system is required. Work experience with the implementation of an information and communication technology (ICT) initiative and involvement in a change management project is required. Experience with databases, dashboard visualization tools, SharePoint, or document management systems is desirable. Experience in developing and conducting training on ERP-related functionality is desirable. Working experience with SAP/Umoja is desirable. Work experience with financial regulations and rules within the United Nations system or a similar international organization is desirable. Working experience with SAP/Umoja is desirable.
LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.
