Founded in 1961 and assisting 80 million people in around 80 countries each year, the World Food Programme (WFP) is the leading humanitarian organization fighting hunger worldwide, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. WFP’s efforts focus on emergency assistance, relief and rehabilitation, development aid and special operations. Two-thirds of its work is in conflict-affected countries where people are three times more likely to be undernourished than those living in countries without conflict. Each year, WFP provides school meals to between 20 and 25 million children across 63 countries, often in the hardest-to-reach areas.

Selection of staff is made on a competitive basis, and we are committed to promoting diversity and gender balance Job Title: Social Protection Advisor (multiple positions) Type of Contract: Regular Consultancy Division: PROS - Programme Division/Social Protection Unit Duty Station (City, Country): HQ, Rome Italy Duration: 6-11 months, renewable (Entry date ASAP)  This vacancy announcement is for a roster of consultants with social protection expertise.  Multiple positions are expected to be available.  Candidates must have technical expertise in at least one of the following programmatic and methodological areas and should indicate area(s) of speciality clearly:
    • Quantitative and qualitative data analysis
    • Public policy
    • Digitalization

INCLUSION IN THE ROSTER DOES NOT GUARANTEE ANY FUTURE CONTRACTUAL RELATION WITH THE WFP BACKGROUND AND PURPOSE OF THE ASSIGNMENT: As a global leader in fighting hunger and malnutrition worldwide, often in very difficult contexts, the World Food Programme (WFP) is increasingly called upon by governments to support national social protection systems and programmes. In 2019 and 2020, WFP partnered with governments in 78 countries to support national social protection, making this an integral part of WFP’s activities in most of the countries where it operates. WFP works with governments and partners to extend the coverage, comprehensiveness, adequacy and quality of social protection, with the aim of ensuring that more people have access to strong national social protection systems that help them to meet their food security, nutrition and associated essential needs; and manage the risks and shocks they face. KEY ACCOUNTABILITIES: The Advisor(s) will be responsible for the following:
  • Providing technical advice to WFP Regional Bureaux and Country Offices in relation to at least one of the above programmatic and methodological areas of expertise (please specify in your application which you possess)
  • As needed and requested by RBs and COs, assist government stakeholders to identify and analyse social protection policy problems and provide technical expertise on suitable solutions
  • Support the identification and analysis of key global social protection policy problems, and provide technical expertise for the design and delivery of suitable social protection solutions
  • Provide programmatic and/or methodological support to the formulation of five-year WFP Country Strategic Plans in line with WFP’s corporate and regional policies and strategies on social protection
In addition, one Advisor will have the following responsibility (estimated at up to 50% of the overall job):
  • Manage long-term agreements with 12+ international institutions contracted to provide technical advice and services in social protection to RBs, COs and countries. This entails the provision of technical oversight, technical support for the development of Terms of Reference, identification of suitable partners for assignments, and quality oversight.
QUALIFICATIONS & EXPERIENCE REQUIRED: Education: Advanced University degree in Public Policy, Public Administration, International Development, International Relations, Sociology, or other fields relevant to social protection. Experience: At least eight years of professional experience, with:
  • A social protection and/or social policy background (technical knowledge and/or operational experience), with an established professional reputation
  • Demonstrated expertise in at least one of the above-specified programmatic and methodological areas
  • Experience with coordination and partnership development/management, including coordination with governments and agencies/institutions providing services to governments
Knowledge and Skills:
  • Knowledge of current thinking and developments in the field of social protection and public policy
  • Ability to develop and maintain professional relationships with a variety of stakeholders
  • Ability to analyse quantitative and qualitative information to understand current and future social protection needs and identify solutions
  • Knowledge of current thinking and developments in country capacity-strengthening
  • Knowledge of key national and regional contexts and issues
  • Demonstrated ability to produce high-quality written outputs and ability to present in English and the working language
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
