All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Transnational Threats Department/Action against Terrorism Unit (TNTD/ATU) is the focal point for co-ordinating and facilitating OSCE anti-terrorism activities. The Department contributes to the implementation of the OSCE’s counter-terrorism commitments by providing support to the Chairpersonship-in-Office, the Secretary General and the participating States on anti-terrorism matters and by enhancing co-ordination within the OSCE on related issues.
The post is located in the TNTD/ATU, which acts as the focal point for OSCE counter terrorism activities. The Unit assists OSCE participating States in implementing anti-terrorism commitments, thereby enhancing their overall capacities to prevent and combat terrorism. The Project Assistant will assist with the implementation of the extra-budgetary project “Train-the-trainer and Training Courses on Countering Terrorist Financing”.
Tasks and Responsibilities:
Under the direct supervision of the Project Officer, the incumbent will provide programmatic and administrative support in the organizational aspects of project implementation and reporting. More specifically, the incumbent will perform the following duties:
1. Preparing documents and background materials on issues of relevance to the project’s activities, such as material for trainings and reports (draft donor reports, project evaluation reports and briefing papers);
2. Organizing project-related activities, including train-the-trainer/training courses and other relevant meetings, making the associate travel and logistics arrangements, and maintaining communications with all event participants and relevant in-house staff;
3. Assisting with the localization and regular updating of the training materials for the exercise-based train-the-trainer and training courses on countering terrorist financing;
4. Preparing evaluation forms, contributing to the analysis of the evaluation forms and ensuring feedback is received;
5. Monitoring budget expenditure;
6. Assisting in facilitating the information sharing with relevant international, regional and national governmental and non-governmental institutions;
7. Performing other duties as required.

Necessary Qualifications:
Completed secondary education, supplemented by formal training or studies in secretarial or administrative work;
A minimum of 4 years of work experience in administrative or project management, preferably in an international context;
Procurement, contracting and/or budget knowledge is an asset;
Demonstrated planning and organizing skills, including prior experience in organizing meetings, trainings and/or conferences;
Computer literacy with practical experience with Microsoft applications;
Ability to work under time pressure and to tight deadlines;
Discretion and experience working in a multilateral environment;
Availability to travel;
Professional fluency in English, both oral and written;
Working knowledge of Russian for this position is a distinct asset, knowledge of other OSCE languages is an asset;
Proven interpersonal skills and ability to establish and maintain effective and constructive working relationships with
people of different national and cultural backgrounds while maintaining impartiality and objectivity;
Ability to operate standard computer applications including practical experience with Microsoft package.
Remuneration Package:
Monthly remuneration, subject to social security deduction, is EUR 3,952 per month. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
