The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
Job Description
General Minimum Requirements
Excellent physical condition;
Possession of a valid automobile driving license and ability to drive using manual transmission;
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure.
Field of Expertise Requirements
Experience working with human rights, minority or gender issues;
Demonstrate organizational, analytical, communication and interpersonal skills;
Experience in drafting reports.
Level of Professional Competence Requirements
Experience:
Minimum 6 years of relevant professional experience
Education:
First-level university degree in political sciences, international relations, public policy, law, international human rights law or other human rights related fields.
Mission Specific Requirements
Mandatory:
Previous international work experience and ability to produce reports on human rights issues;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Flexibility and ability to work under pressure and with limited time frames;
Previous work experience in field missions, preferably in Central Asia or South Caucasus;
Ability to operate Windows applications, including word processing, Excel and e-mail;
Working level of Russian and/or Tajik/Persian language;
Professional fluency in English with excellent communication (both oral and written) skills;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Computer literate with practical experience using Microsoft applications.
Desirable:
Knowledge of regional political, economic, legal and human rights developments;
Diplomatic and negotiating skills.
Tasks and Responsibilities
Under the overall supervision of the Head of the Human Dimension Department, the incumbent is responsible for the management of the human rights and democratization work. Specifically, the incumbent will perform the following duties:
Participating in developing, co-ordinating and implementing human rights development activities and education/training programmes;
Conceptualizing, developing and implementing projects within the framework of the democratization field and in response to the needs and priorities of the country;
Establishing and maintaining contacts with local and national authorities, universities, research institutions, and NGOs;
Assisting in arranging OSCE regional events, inter alia, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
Giving lectures on the OSCE and International human rights law at universities and seminars;
In liaison with the Office for Democratic Institutions and Human Rights, supporting the Tajik Authorities in their effort to restructure their legislation;
Supervising four staff members, providing guidance and constructive criticism and working to develop critical thinking, report writing and project management skills;
Performing other related duties as required.
