Crown Agents is looking to appoint a
Supply Chain Programme Manager on a fixed-term contract until October 2023 to work on an Exciting Project!
Function:
- Leads technical strategy and implementation from HQ perspective per contracts deliverables and improvement targets.
- Takes responsibility for supply chain budgeting and team’s continuous performance improvement.
Activities:
Procurement & Freight (time: apprx. 40%):
- Provides central technical assistance to the HQ/local procurement teams to build requirement specifications and ensure the operational plan flows timely, cost effectively and in compliance with the expected quality standards.
- Designs end-to-end procurement timelines as means of operational planning and yearly KPI baselines.
- Manages supplier relationships effectively to secure supplies and distributions per timelines and as expected by the clients.
- Project manages any procurement related complexities, risks and issues in compliance with CA governance, the supplier and the client contracts and in conjunction with the programme needs and deliverables.
- Actively root-causes and drives process improvement to resolve any process bottlenecks to ensure a healthy operational system and cash-flow plan.
- Ensure VfM opportunities are identified, pursued and communicated to the appropriate parties to enhance service level.
- Provides single point of contact and project management for Procurement, Freight, Warehouse and Distribution and Last Mile teams to ensure the operational strategy is clear and a detailed implementation plan can translate into operations smoothly.
- Works carefully and cross-functionally supporting all the programme procurement ambitions in the best interest of the programme and CA values.
- Assists with project management documentation and audit trail.
Supply Chain (time: approx. 40%):
- Works closely with the Supply Chain Director, the supply chain team and the wider HPF team in Juba on the planning and implementation of existing and new supply chain processes to maintain and secure new VfM.
- Ensures timely delivery of 3 distributions a year as per timelines.
- Proactively identifies last mile operational improvement plans and ensures successful implementation.
- Works on process improvement required to ensure a healthier supply chain, e.g. reverse logistics.
- Oversees the development and implementation of mSupply system.
- Provides technical assistance and project management support to achieve KPI targets and works with the team to resolve any performance issues.
- Assists the supply chain team with project management tools, ensuring the team and can deliver efficiently against the targets.
Programme Management (apprx. 20%):
- Manages programmatic procurement, freight and distribution performance.
- Manages IPA contract, including operational and programmatic requirements, and associated finances.
- Manages client procurement and supply chain communication, e.g. progress updates, new activity stream strategy, budget planning, invoicing queries, request for approvals, general technical assistance.
- Manages procurement and supply chain communication with programme teams, e.g. progress updates, new activity stream strategy, supply chain budget allocations/queries, procurement supply chain approvals, general technical assistance.
- Working with Project Accountant, provides financial forecasts for Procurement, Inspection, Freight and Distribution and any other supply chain related cost managed under the supply chain budget.
The expiry date of the contract is 31st of October 2023.
About you
Requirements:
- Experience in health supply chain and logistics operations
- Understanding of billing/invoicing processes
- Demonstrable experience in project management activities
- Demonstrable ability to analyse data
- Excellent interpersonal skills
- Clear and articulate communicator in English, both in writing and verbally
- Computer literate: Microsoft Office package, especially Excel.
