- Finalise the Global Partnership Strategy performance framework, including compiling targets from country-level strategies and developing indicator definitions. Produce annual report against this framework.
- Develop or update partnership resources and tools as required.
- Maintain the partnership page of the online Programme Quality Guide with up to date documentation and guidance materials on partnership.
- Stay abreast with the localisation debate in the humanitarian sector and work with the Emergency Directorate and colleagues in the Strategy, Advocacy and Learning (SAL) Directorate to identify and document Concern’s approach to localisation.
- Periodic review and update of Concern’s Partnership Guidelines to reflect strategic developments.
- Contribute to Concern’s internal and donor reporting processes.
- Facilitate and feed into the Keystone Partners Survey , as part of baselining for the Partnership Strategy and disseminate findings to HQ and country teams
- Contribute to the development of the Irish Aid Programme Grant III proposal so that Concern’s local partnership agenda is supported.
- Support country teams in the development of partnership strategies, aligned to Concern’s Global Partnership Strategy.
- Support country offices in assuring and improving the quality of their work through and with partners, through support calls, webinars, resources and tools and country visits.
- Support country offices to develop and roll-out country-level partnership strategies, including exploring options for capacity development of local organisations and taking into account the varying contexts in which Concern works.
- Organise regular online partnership cafes to facilitate peer discussion and learning
- Input into programme proposals, advising on programme design, planning, implementation and monitoring from the perspective of working with and through partners
- Roll out of any guidance documents developed among country teams including working directly with them on the completion of partnership assessments
- Work with other departments to increase understanding of partnership approaches and roll out any guidance documents developed
- Carry out trainings, workshops and webinars as appropriate
- Work with IFSU, Grant Compliance Unit and International Programmes Directorate to support other types of partnerships e.g. consortia, local government, private sector
- Participate in Bond’s Partnership Working Group and Steering Committee
- Establish and maintain relationships with Partnership/Capacity Building specialists in other NGOs (particularly Alliance2015 members), institutions and with professional groups.
- Represent Concern in dealings with relevant institutes/universities/NGOs/IOs and with donors on areas related to Partnership/Capacity Building
- Provide information on Concern’s Partnership/Capacity Building work for other INGOs, and donors, if requested.
- At least five years’ experience working in the humanitarian or development sector. Of these, three should have been spent working in developing countries where support to a partnership model was a major component of your work.
- Practical experience of developing relationships with a variety of stakeholders in supporting a partner based approach to programme implementation
- Experience in liaising with counterparts in other agencies as well as with donors on programme related issues.
- Experience of capacity building of both internal and external partner staff**.**
- Experience of developing practical guidance and templates for field staff and partner organisations.
- Excellent interpersonal communication skills and ability to operate as part of a team as well as working independently.
- Excellent spoken and written English and presentation skills.
- Ability to work through French
