BACKGROUND
Coordination of activities related to the COVAX CCE Grant including managing official communication to UNICEF RO and CO to support the deployment and installation of cold chain equipment and related devices, monitoring activities, and reporting to stakeholders. Funding for the service bundle for CCE, WICRs and RTMs allocated under a grant agreement to PD which will be allocated to SD or CO depending on local capacity and commercial viability. The agreement will cover the cold chain equipment needs for COVAX for the AMC 92 countries.
The consultant will work under the supervision of the Health Specialist - Immunization Supply Chain & Logistics to:
- Develop, track and follow up on communication to CO and RO on service bundle arrangements, country readiness, CCE deployment, etc.
- Review of budget requirements against allocations and arrange for timely transfer of funds to CO
- Obtain regular fund utilization reports and support the preparation of external financial reports to Gavi
- Ensure completeness of submitted country capacity assessments and engage with countries on gaps/clarifications
- Develop mechanism to monitor the deployment and quality installation of equipment
- Prepare reports to Gavi on progress
- Escalate and work with CO and SD/PD colleagues to solve bottlenecks, challenges, and delays
Terms of Reference / Deliverables
Scope of Work:
The contractor will focus on:
- Develop, track and follow up on communication to CO and RO on service bundle arrangements, country readiness, CCE deployment, etc.
- Arrange for timely transfer of correctly allocated funds to CO
- Obtain regular fund utilization reports and support the preparation of external financial reports to Gavi
- Develop mechanism to monitor the deployment and quality installation of equipment
- Prepare reports to Gavi on progress
Qualifications
(1) Education
- Master’s Degree in engineering, public health, management or equivalent experience in the area of Immunization.
2) Work experience
- A minimum of eight years of professional work experience in health and immunization areas at global and field levels, particularly in developing countries is required.
- The candidate should have extensive field experience in the use of the evidence based, costing, assessment and planning for health sector at national level, and be especially knowledgeable in the area of grant management for child survival interventions as well as good knowledge of the major upstream and downstream constraints in the health sector.
- Experience in engaging in and facilitating multi-stakeholder dialogues, including government counterparts for strategic planning and shaping agenda CCE service bundle modality.
- Prior experience in the procurement, deployment and installation of cold chain equipment including walk in cold rooms is a key skill for the role.
- Supporting leadership groups of multi-stakeholder partnerships, engagement and resource mobilization highly desirable
- Prior experience in working in multi-cultural environment and organizing complex multi-stakeholder meetings is an added value.

Requirements:
- Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
- Financial proposal that will include:
- your daily/monthly rate (in US$) to undertake the terms of reference
- travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
- Any other estimated costs: visa, health insurance, and living costs as applicable.

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
