Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

ILO functions as a normative as well as a technical advisory role for the member states. The key functions of the organization include;

Procurement is one of the critical function for ILO and its technical cooperation projects. Scientific procurement practices adhering to the ethical standards, including transparency fairness, value for money, impartiality and confidentiality are the key to ILO’s operation.
To ensure operational efficiency and effective service delivery, ILO country office Bangladesh is looking for procurement officers (2) based at ILO country office Dhaka. The positions are expected to start as soon as possible.
Guidance and Supervision:
Under the overall guidance and supervision of the Director of ILO Country Office, and direct supervision of the Project Manager, the Procurement Officer will contribute to the implementation of the project in the areas of his/her competence. He/she needs to work closely with the members of the project team.
Description of Duties
1. Analyse and evaluate information regarding vendor’s performance as regards quality, prices, delivery, equipment and procurement performance in respect of the Office’s requirements.
2. Evaluate bids and exchange information with suppliers to ascertain their commitment and ability to meet specific requirements and accept new contracts.
3. Provide information on items specifications and prices.
4. Place purchase orders for equipment, materials and supplies as approved by the chief.
5. Analyse procurement plans submitted by Requesting units. Plan associated procurement actions, involving analysis of a wide range of procurement issues, and identification of possible courses of action.
6. Prepare, oversee the preparation of and conduct Requests for Quotations (RFQs), Invitations to Bid (ITBs) and Requests forProposals (RFPs) using, where applicable, ILO e-tendering system. Analyse and evaluate vendors' proposals in respect of the Organization's requirements.
7. Develop and formulate procurement project strategies and design solutions to resolve issues/conflicts arising from complex procurement projects, in consultation with the supervisor.
8. Prepare purchase orders and submit them for approval in ILO ERP system (IRIS). Sign purchase orders up to the authorized limit, and in cases where the amount exceeds authorized signature authority, under the supervision of the Principal Procurement Specialist prepare submissions to the Headquarters Procurement Review Committee for review and subsequent approval by the authorized official.
9. Draft and oversee the drafting of contracts and provide advice to Requesting units and recipient entities on contractual clauses in consultation with concerned specialists as required. Ensure adherence to contractual agreements, recommend amendments and extensions of contracts, and advise concerned parties on contractual rights and obligations.
10. Extract specific data, compile and maintain statistics and prepare analytical reports for management relating to the procurement activities of the Office.
11. Perform other duties as assigned by the supervisor.
Required qualifications
Education
First level university degree in business administration, commerce, law or other relevant field.
Experience
At least three years of experience in procurement, preferably in public procurement, including in government, I/NGOs, UN agencies and other bi/multi-lateral organizations
Languages
Excellent command in English and Bangla
Competencies
⦁ Ability to carry out assignments in accordance with instructions and guidelines.
⦁ Ability to use analytical tools and qualitative and quantitative techniques.
⦁ Ability to conceptualise, plan, coordinate and conduct straightforward research work and apply laws, regulations and policies. Knowledge of office financial rules and regulations.
⦁ Knowledge of negotiated procurement procedures and the pertinent laws and regulations. Computer and data management skills.
⦁ Ability to work in a multicultural environment and to demonstrate gender sensitive and non-discriminatory behaviours and attitudes.
