Project Summary: The Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) provides monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical monitoring and evaluation (M&E) knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes. The Regional Agricultural Development Program – East (RADP-E) provides technical services to targeted agribusinesses to increase the competitiveness of apricot, dairy, tomato, and poultry value chains with the goal of expanding sustainable agriculture-led economic growth in eight target provinces of Eastern Afghanistan. The project is designed to provide technical services to the private sector and producers with the primary aim of increasing their competitiveness through upgrades to products and services, and also improving linkages to buyers contributing to increase commercial viability of supported agribusinesses as well as to improve public and private agricultural services. **Please note: Only Afghan citizens are eligible for this position Position Summary: The Evaluation Specialist will play an important part in the evaluation, assisting the team with design of instruments, conducting interviews, focus groups, and data collection. The Evaluation Specialist will play an important role in collecting data, providing contextual and background knowledge during the assignment process, and assisting in the analysis and report writing as necessary. This position will have an estimated level of effort of 59 days and might require travel outside of Kabul if security" style="border-bottom: 1px dotted #007bff !important;">security conditions permits. This position will also report to the AMELA management team and to the RADP-E Team Lead. Responsibilities:
  • Design evaluation tools
  • Perform notetaking and translate into local languages
  • Conduct key informant interviews and focus group discussions
  • Provide technical analysis, and information to assist the assignment as required
  • Establish and maintain productive collaborative relationships with a wide range of partners and stakeholders
  • Facilitate and contribute to technical and coordination meetings, workshops, and other events as needed
  • Participate in presentations and dissemination efforts as needed
  • Assist Team Lead as needed
Qualifications:
  • Bachelor's degree in development studies, social science, or relevant discipline required
  • A minimum of five years of experience working in evaluations in developing activities
  • Strong logistics and planning skills
  • Fluency in Pashto and Dari required
  • Strong communication and writing skills in English required
