Chief of Party (Propel)

FHI 360 seeks a qualified candidate for the position of Chief of Party/Project Director for an upcoming USAID-funded global project, Promoting Results and Outcomes through Policy and Economic Levers (PROPEL). PROPEL is designed to address family planning/reproductive health (FP/RH) policy, advocacy, financing, and governance (PAFG), and the integration of FP/RH with HIV/AIDS and maternal, newborn, and child health (MNCH) programs, policies, and care. The funding opportunity is expected to cover several programmatic areas intended to build local capacity and further enable sustainable health systems to adequately address FP/RH. Within the global scope, core FP/RH resources will be focused on PRH’s priority countries and the seven additional Ouagadougou Partnership countries (Benin, Burkina Faso, Côte d’Ivoire, Guinea, Mauritania, Niger, Togo). Availability of position is contingent upon funding and approval of key personnel by USAID. Position Summary: The Chief of Party/Project Director leads the project and is responsible for achieving the project’s vision and strategy, directing the project technical team, and managing critical relationships with national and international partners and other key stakeholders. The Project Director has overall programmatic and fiscal responsibility for the project, including achieving project results, effectively communicating accomplishments, ensuring compliance with all US government and FHI 360 regulations, and maximizing available resources to achieve project’s objectives. The Chief of Party/Project Director should have prior experience managing global, centrally-funded USAID projects and be a recognized leader in policy development, governance, and health financing. The position will be based at FHI 360 headquarters in Washington, DC. Duties and Responsibilities:

• Develop and execute overall project strategy and work plan and achievement of project results at global, regional, and country levels.
• Direct and monitor implementation of activities within the work plan, ensuring that activities are performed to a high professional standard, effectively implemented and fulfill donor and FHI 360’s requirements.
• Maintain relationships with USAID/Washington and USAID overseas country and regional Missions, national and international partners, and other key stakeholders through frequent consultation.
• Ensure that all program deliverables are of high quality and met in a timely fashion.
• Ensure and oversee a clear technical strategy for the project and guarantee that technical excellence permeates all project activities.
• Provide managerial oversight to ensure compliance with all donor- related, FHI 360’s, and program-specific policies and regulations.
• Supervise and mentor all senior management staff.
• Build capacity of host-countries partners to promote and implement effective hand-over approaches and plans as part of USAID’s journey to self-reliance strategy.
• Ensure effective communication across the entire project with team and relevant stakeholders.
• Participate in international meetings and select technical working groups as appropriate to represent the project and ensure collaboration with relevant technical work.
• Identify existing implementation platforms that can be leveraged for implementation, negotiate appropriate partnership roles to facilitate such collaborations, and mobilize resources both from USAID Missions and additional donors.
• Promote and nurture a culture of eminence internally within FHI 360 and externally with USAID and broader global health community.

Applied Knowledge & Skills:

• Extensive expertise in policy development and implementation, health governance, and costing/cost-effectiveness of FP interventions and programs.
• Demonstrated knowledge of health policy development and implementation cycles.
• Strong understanding of the research utilization and evidence-based program scale-up.
• Excellent leadership and adaptive management skills; ability to build collaborative relationships with a range of partners and stakeholders.
• Proven track record of project management, cost containment, and client relationship management, preferably for large-scale projects with over $100 million in funding.
• Knowledge of non-profit funding streams, including government and philanthropic.
• Excellent oral and written communication skills.
• Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
• Demonstrated ability to build positive local working relationships with local communities, district government officials, international normative bodies in country (WHO, UN, etc.), and, where appropriate, donor representatives.

Education:

• Bachelor’s degree in public health or related area required. Master’s degree strongly preferred.
• Health economist preferred.
• Project Management (PM) Certification preferred.

Experience:

• Minimum of 12+ years’ relevant experience, including demonstrated leadership on a global, centrally-funded USAID project.
• Typically requires a minimum 5+ years of Chief of Party experience on USAID-funded large and complex family planning, reproductive health, or other global health-focused research projects. 10+ years of senior-level experience preferred.
• Recognized technical skills in implementation science or applied research and family planning.
• Demonstrated knowledge and understanding of USAID policies and regulations.
• Demonstrated strategic planning, team leadership and capacity building experience.
• Excellent management, communication, and organization skills are required.
• Experience living and working in low-resource settings is highly desirable.
• Must be able to read, write, and speak fluent English; professional-level fluency in French is highly desirable, Spanish language skills are a plus.
