Job Description
 
This is a temporary role with an expected duration of 12-18 months, and is open to remote locations in countries where Save the Children maintains offices. In the event that this role is based internationally, the role will be employed by the local Save the Children office, and is subject to local pay and benefits. The Senior Specialist supports the Humanitarian Child Protection (CP) team in delivering quality technical assistance directly to country office awards and response programs that prevent and respond to violence against children as well as developing new systems for technical assistance delivery, accountability and tracking. You will provide leadership on Technical Assistance systems and processes, and lead training and capacity building on CP for colleagues at Save the Children U.S., Save the Children Country Offices, and emergency response teams, including proposal development. Save the Children is currently going through a transformation process of adjusting the way Technical Assistance (TA) / Technical Expertise (TE) is provided with an aim of ensuring we have the right expertise in the right places, doing the right things for children. You will develop a system that would be effective in ensuring there is adequate Level of Effort (LOE) as required for quality implementation of awards within the SCUS portfolio. What You’ll Be Doing (Essential Duties) Technical Assistance (50%)
  • Support quality design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation for child protection programming from public and private funding streams, including foundations, private donors and key bilateral donors, such as USAID OFDA, DOS BPRM and UNHCR
  • Provide high quality child protection technical assistance as defined in collaboration with response teams in line with global guidelines and Minimum Standards for Child Protection in Humanitarian Action.
  • Provide assessment, design, implementation, monitoring, evaluation support to regional, and country offices
  • Build capacity of country offices and other sector staff to design and implement quality programs
  • Provides in-country technical CP support to programs as needed
  • Exercises independent judgment and discretion on significant matters related to child protection
Develop CP Technical Assistance System and Processes (40%):
  • Develop systems and tools for tracking, delivery and assigning technical assistance to meet demand within SCUS CP portfolio.
  • Develop assessment tools for TA and award management to assess priorities/risk/needs for LOE.
  • Situational Assessment to support tool development (ex. FGDs with TAs and award managers)
  • Work with child protection response teams to determine TA needs
  • Develop a tracking system that supports the identification of TA (regional, member and/or TA/TE platform)
  • Develop standard TORs for different levels of LOE/awards for CP and different technical assistance needs
  • Compile current roles & responsibilities from global theme and other TA teams to link – distill to detail for specific awards
  • Compile BPRM and BHA proposal feedback and summarize themes, develop ongoing tracker that would be useful for future cycles as well as necessary in collaboration with the Global Humanitarian Surge Platform (GHSP) and Child Protection Humanitarian Technical Working Group (CPHTWG) Submit and follow up on TA/TE platform requests
  • Develop and populate as appropriate a TA/TE assignment tracker capturing who/where is taking on LOE for each award.
  • Develop and populate a proposal development tracker & proposal calendar
  • Document the process of the pilot, capturing the highlights, achievements (what is working well), challenges (what’s not working well) and recommendations.
Resource Mobilization (10%):
  • Support child protection emergency response teams to build a diversified portfolio of funding for child protection
  • Support development and submission of quality proposals in response to identified opportunities.
  • Ensures proposals are compliant and responsive to donor CP requirements as well as Save the Children CP policies and best practices.
  • Writes proposals for CP funding as appropriate.
Required Qualifications
  • Bachelor Degree or equivalent experience, plus at least five (5) years of relevant experience.
  • Demonstrated experience related to Humanitarian Child Protection specifically with awards funded by USAID BHA (formerly FFP and OFDA), BPRM, and/or UN agencies.
  • Demonstrated experience designing or managing logical/results frameworks, M&E plans, accountability mechanisms, and program evaluations.
  • Demonstrated experience in developing and facilitating trainings.
  • Demonstrated experience writing and disseminating reports and fact sheets/case studies.
  • Proven experience working in an emergency setting.
  • Professional proficiency in MS Office suite
  • Professional proficiency in spoken and written English
  • Proven ability to successfully work under tight deadlines, manage multiple tasks simultaneously, and work both independently and as part of multicultural teams
  • Willingness and ability to travel internationally up to 40% of the time, including to emergency contexts. (Note: As of this posting, international travel is currently paused due to COVID-19, and travel would not be required until agency guidance permits).
  • Willingness and ability to occasionally work irregular hours to accommodate calls with field teams in other time zones.

Preferred Qualifications
  • Professional proficiency in Spanish, French, or Arabic.
