Job Overview:
The Finance Manager is responsible for leading financial teams, ensuring compliance with organizational standards and local financial regulations, overseeing financial strategy and management, and operational financial management within their scope. The DRC program has experienced significant growth and diversification in its portfolio in recent years, with substantial humanitarian and development funding. The teams are distributed between Kinshasa and several bases, necessitating a decentralized financial management approach while requiring robust national oversight, consolidation, and control mechanisms. The Finance Manager will oversee the overall finance function and financial consolidation of the program, managing partnerships and reporting obligations with various institutional donors and partners.

Duties and Responsibilities:
  • Lead and manage the financial teams across multiple bases, ensuring adherence to HI's financial standards and local regulations.
  • Develop and implement financial strategies that align with the organization's goals and objectives.
  • Oversee the operational financial management, including budgeting, forecasting, and financial reporting.
  • Ensure effective financial control mechanisms are in place to monitor and manage financial risks.
  • Collaborate with program managers to provide financial insights and support decision-making processes.
  • Manage relationships with external partners and donors, ensuring compliance with funding agreements and reporting requirements.

  • Provide training and capacity building for finance staff and program managers to enhance financial management skills.
  • Ensure timely and accurate financial reporting to stakeholders, including donors and senior management. 1
  • Facilitate audits and ensure compliance with internal and external audit requirements.

Required Qualifications:
  • Proven experience in financial management within a complex, multi-base, and multi-donor program.
  • Strong strategic financial management skills, including financial analysis, risk anticipation, and recommendation formulation.
  • Demonstrated experience in structuring and strengthening a finance department, with the ability to clarify roles, delegate tasks, and enhance control mechanisms.
  • Strong capacity for skills development, coaching, and supporting finance managers and teams to foster their autonomy.
  • Collaborative leadership style with excellent listening, dialogue, and questioning skills to understand team constraints and seek collective solutions.
  • Ability to manage pressure and priorities effectively, maintaining structured decision-making during high workload periods, closures, audits, or operational emergencies.
  • Experience in managing remote teams and building effective organizational structures between national levels, zone finance managers, and base teams.

Educational Background:
A relevant degree in finance, accounting, or a related field is required. Professional certifications such as CPA, ACCA, or equivalent are highly desirable.

Experience:
A minimum of 5 years of experience in financial management, preferably in the humanitarian or development sector, with a focus on multi-donor environments and complex program structures.

Languages:
Professional proficiency in French and English is mandatory. Knowledge of local languages is a plus and can enhance communication with local stakeholders.

Additional Notes:
The position can be based in either Kinshasa or Goma, with regular travel between program bases and occasionally to intervention areas. The position in Kinshasa is open to families/couples, while the Goma position is unaccompanied. The contract duration is 24 months, starting in January 202
  • The international contract includes social coverage tailored to individual needs, with specific provisions for health, retirement, and repatriation. The salary starts at €2,757 gross per month, depending on professional experience. Per diem rates are €684 net/month in Goma and €1,150 net/month in Kinshasa, paid in local currency. Hardship allowances apply, with €500 net/month in Goma and none in Kinshasa. Employees are entitled to 25 days of paid leave per year, with additional rest and recuperation days. Transport, visa, and personal effects transport costs are covered after 12 months of service, and a child allowance is provided for employees with dependent children.
