Job Overview:
The logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer plays a crucial role in supporting the logistical aspects of NRC's operations by ensuring the processing of purchase requests, procurement processes, storage, and payments to suppliers in collaboration with program and support teams, while adhering to internal procedures. The officer is responsible for the efficient execution of daily logistical operations and contributes to the transparency and reliability of logistical data. The position requires a proactive approach to managing logistics in response to urgent needs, particularly in the context of the Ebola response, ensuring compliance with NRC's emergency procurement procedures, and prioritizing critical purchases for prevention, surveillance, awareness, and case management activities. The Logistics Officer will also assist in implementing logistics functions according to the action plan and will be responsible for reporting on the progress of logistical activities as requested by the supervisor.

Duties and Responsibilities:
The Logistics Officer's responsibilities include ensuring the timely processing of purchase requests related to the Ebola response, adhering to NRC's emergency procurement procedures. The officer must prioritize critical purchases for prevention, surveillance, awareness, and case management, while reducing acquisition timelines without compromising compliance and internal control standards. The officer will work in accordance with NRC policies, tools, manuals, and guidelines, assist in implementing logistics functions as per the action plan, and prepare reports on the status of logistical activities. Additionally, the officer is responsible for proper archiving of documents, both digitally and electronically, and will encourage improvements in logistics functions. Specific responsibilities include ensuring compliance with technical specifications and quality standards for kits, identifying and prequalifying suppliers, monitoring the availability of critical products and market price trends, managing the supply chain according to established rules and procedures, and maintaining accurate records of purchases, supplier lists, contracts, and distribution plans. The officer will also support market analysis and risk management related to suppliers, contribute to the monitoring of framework agreements, and perform any other relevant tasks related to their function.

Required Qualifications:
Candidates must possess at least 2 years of professional experience as a Logistics Officer or in Supply Chain within a humanitarian context. A minimum of 3 months of proven experience in managing emergency responses is required. Candidates should have procurement skills, proficiency in Microsoft Word and Excel, and a track record of achieving results in their responsibilities. Fluency in French, both written and spoken, is mandatory, while English is considered an asset. Knowledge of local languages and Congolese legislation, as well as familiarity with the local environment in Ituri, is advantageous.

Educational Background:
The position requires a relevant educational background, typically a degree in logistics, supply chain management, or a related field. Candidates with additional certifications in procurement or logistics management will be viewed favorably.

Experience:
The ideal candidate should have a minimum of 2 years of relevant professional experience in logistics or supply chain management, particularly in humanitarian settings. Experience in emergency response management is essential, with a focus on procurement and logistics operations.

Languages:
Fluency in French is mandatory for this position, with proficiency in English considered a valuable asset. Knowledge of local languages is also advantageous and can enhance communication with local suppliers and communities.
