Job Overview:
The Human Resources Officer position is situated within the Strategy & Information Management Unit (SIMU) of the Human Resources Management Section (HRMS) at ECA. The role involves a variety of responsibilities centered around the management of human resources data and systems, ensuring the integrity and accuracy of HR information. The officer will be tasked with producing HR reports and analytics to support decision-making processes, optimizing HR strategies and systems, and ensuring compliance with HR policies. The position requires collaboration with various stakeholders to enhance HR processes and improve operational efficiency. The officer will also provide advisory support across functional areas, ensuring effective communication and coordination within the unit.

Duties and Responsibilities:
The Human Resources Officer will be responsible for several key duties:
  • Management of HR Data and Systems: This includes maintaining and updating organizational structures in HR systems, reconciling staffing data, processing job requisitions, monitoring data quality, and ensuring consistency across HR data sources.
  • HR Reporting, Analytics, and Information Management: The officer will produce HR reports, develop dashboards using tools like Power BI, analyze HR data for trends and insights, and improve reporting methodologies.
  • Support to HR Strategy, Systems, and Process Optimization: This involves contributing to the design and implementation of HR data solutions, applying project management approaches, and collaborating with HR units to streamline processes.
  • Coordination, Compliance, and Operational Support: The officer will ensure compliance with HR policies, monitor HR workflows, identify process gaps, and support audit processes.
  • Advisory, Coordination, and Cross-functional Support: The officer will serve as a focal point for HR-related queries, provide guidance on data management practices, and assist in preparing documentation and training solutions.

Required Qualifications:
Candidates must possess a strong understanding of human resources policies and practices, with the ability to apply them effectively in an organizational context. The officer should demonstrate professionalism, efficiency, and a commitment to gender equality in all areas of work. The role requires analytical skills to interpret data for decision-making and the ability to manage multiple priorities effectively. Technological awareness is also essential, as the officer will need to stay updated on relevant technologies and apply them to enhance HR functions.

Educational Background:
An advanced university degree (Master’s or equivalent) in Human Resources Management, Business Administration, Information Management, Data Analytics, Statistics, or a related field is required. Alternatively, a first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years of progressively responsible experience in human resources management, administration, or a related area is required. Candidates should have experience with enterprise resource planning systems, recruitment platforms, and data visualization tools. Additionally, two or more years of experience in data analytics or related fields is desirable, along with experience in process improvement and data governance.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is considered desirable, also requiring a minimum proficiency of UN Level II in all language skills.

Additional Notes:
The appointment for this position is for an initial period of one year, subject to the availability of the post and budgetary approval. This position is categorized as a National Professional Officer role, meaning candidates must be nationals of Ethiopia or reside within commuting distance of the office. If no suitable local candidates are found, Ethiopian nationals living abroad may be considered, but they will bear the costs of relocation.
