Job Overview: The National ProjectCoordinator will play a pivotal role in coordinating the ILO component of the Joint UN Programme on the Care Economy, specifically focusing on 'Strengthening Care Policies and Care Governance System in Bangladesh.' This three-year initiative aims to enhance Bangladesh's care system through the ILO's 5R Framework for Decent Care Work, which emphasizes recognition, reduction, redistribution of unpaid care work, and the reward and representation of paid care workers. The coordinator will be responsible for the day-to-day management of the project, ensuring effective implementation, monitoring, and reporting. This role requires close collaboration with various stakeholders, including government ministries, UN agencies, and civil society organizations, to ensure the successful delivery of project objectives and the integration of gender-responsive policies into care governance.
Duties and Responsibilities:
Project Delivery: Manage the operational delivery of the project, including developing multi-year workplans, overseeing budget management, procurement processes, contracting service providers, and ensuring quality assurance of technical outputs. Coordinate the overall planning and implementation of the ILO component of the joint care economy programme, including risk management and the execution of policy-to-practice demonstration interventions.
Policy Support: Conduct context analysis and generate evidence on the care economy, including macroeconomic analysis and gender equality assessments. Provide technical support for the development and implementation of an integrated national care policy and governance framework. Design and deliver capacity-building initiatives and technical workshops for stakeholders.
Partnership Development: Act as the primary ILO technical focal point within the joint UN programme, facilitating inter-agency coordination and stakeholder engagement. Contribute to resource mobilization efforts by tracking donor priorities and preparing proposal materials.
Knowledge Management: Lead the development of analytical products and advocacy materials to enhance project visibility and policy impact.
Monitoring and Reporting: Oversee results-based monitoring and reporting of the ILO component, conducting regular project monitoring missions and site visits to evaluate progress and stakeholder engagement.
Required Qualifications: Candidates must possess a first-level university degree in fields such as economics, public policy, social policy, development studies, gender studies, social sciences, labour studies, public administration, or law. An advanced university degree is considered an advantage. Additionally, candidates should demonstrate strong project management skills, including the ability to translate strategic objectives into actionable workplans and budgets. In-depth knowledge of results-based management and monitoring frameworks is essential, along with the ability to analyze complex policy issues and synthesize evidence into clear policy options.
Educational Background: The educational background required for this position includes a first-level university degree in relevant fields such as economics, public policy, social policy, development studies, gender studies, social sciences, labour studies, public administration, or law. An advanced degree in these areas is advantageous and may enhance a candidate's competitiveness for the role.
Experience: Candidates should have at least three years of progressively responsible professional experience at the national level in project or programme management. This experience should encompass work planning, implementation, monitoring, reporting, and stakeholder coordination. Specific experience in the care economy, gender equality, social protection, or labour market policy is required. Familiarity with UN joint programmes and collaboration with government institutions and social partners is highly desirable.
Languages: Excellent command of Bangla and English, both written and spoken, is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
