Job Overview:
The Associate HR Officer (HR Partnerships) plays a crucial role in the Bureau of Human Resources Management at UNESCO, contributing to the implementation and management of HR partnerships activities. This position is vital for ensuring that UNESCO's HR partnerships are effectively administered and aligned with organizational policies. The officer will assist in providing HR services for various partnerships, including the Junior Professional Officers (JPO) programme and sponsored traineeships, thereby enhancing the employee experience throughout their lifecycle. The role requires collaboration with various internal teams to ensure that HR partnerships are effectively integrated into the organization's overall HR strategy, fostering a culture of knowledge sharing and capacity building.

Duties and Responsibilities:
The Associate HR Officer (HR Partnerships) will be responsible for several key functions:
  • HR Partnerships Support and Coordination: Collect and analyze proposals from various sectors and field offices, support the administration of HR partnerships modalities, and maintain relationships with donor counterparts.
  • Employee Lifecycle Support: Coordinate recruitment and placement processes for sponsored personnel, provide guidance to candidates, and manage contract administration.
  • Agreements Management: Draft and review partnership agreements with external donors, ensuring compliance and follow-up.
  • Ongoing Support and Development: Collaborate with the Learning and Development Team to identify opportunities for professional growth, track performance milestones, and conduct regular check-ins to assess job satisfaction and address challenges.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, organizational development, law, social sciences, or related fields. Additionally, candidates should demonstrate a strong commitment to UNESCO's mandate, possess high levels of objectivity and professional integrity, and have proven coordination and organizational skills. Excellent communication skills, both oral and written, are essential, along with strong analytical and problem-solving abilities. Interpersonal skills and a client-focused approach are also critical for building trust-based relationships within a multicultural environment.

Educational Background:
An advanced university degree (Master’s degree or equivalent) is required in fields relevant to human resources management or related disciplines. Additional certifications or training in relevant areas will be considered advantageous.

Experience:
Candidates should have at least two years of relevant professional experience in human resources management, talent acquisition, or related fields, with a preference for at least one year of experience at the international level. Experience in staffing and recruitment functions within an international or multilateral entity is highly desirable.

Languages:
Excellent knowledge of either English or French is mandatory, with a working knowledge of the second language being beneficial. Knowledge of other official UNESCO languages such as Arabic, Chinese, Russian, or Spanish is considered a plus.

Additional Notes:
The position is a fixed-term contract for a duration of two years, with the possibility of renewal. It is open to both internal and external candidates. The role is full-time, and candidates should be prepared for geographical mobility as required by UNESCO. The approximate annual starting salary for this position is US$ 87,095, and benefits may include 30 days of annual leave, family allowance, medical insurance, and a pension plan.
