Job Overview: The EmergencyProject Manager position is designed to oversee the operational aspects of the Rapid Response Mechanism (RRM) in Mozambique, specifically within the consortia led by NRC. This role is crucial for managing the emergency response teams in Pemba and Mueda, ensuring effective implementation of emergency programs. The manager will report directly to the Area Manager and will be supported by the program unit. The Emergency Project Manager will also contribute to the development of emergency strategies and cash-based projects, ensuring compliance with donor requirements and NRC policies. This role is pivotal in coordinating emergency responses and managing project budgets, while also promoting the rights of IDPs and returnees in line with NRC's advocacy strategy.
Duties and Responsibilities: The Emergency Project Manager will have a comprehensive set of responsibilities, including:
Implementing the Rapid Response Mechanism (RRM) in collaboration with consortium partners.
Managing and leading the RRM teams in Pemba and Mueda, ensuring effective emergency response operations.
Overseeing the performance management process for directly reporting staff, including setting clear goals and supporting staff achievements.
Coordinating workforce planning, recruitment, staff induction, and development, while ensuring Duty of Care for all staff members.
Developing and implementing emergency and cash-based project strategies in alignment with NRC's objectives.
Managing project budgets, preparing spending plans, and proposing amendments as necessary.
Monitoring context developments and displacements to inform timely alerts and responses.
Ensuring high technical quality of projects and providing regular progress reports to the Area Manager. 1
Promoting the rights of IDPs and returnees in accordance with NRC's advocacy strategy.
Required Qualifications: Candidates must possess a minimum of three years of senior-level experience in a humanitarian programming environment, particularly in project management roles. They should have a proven track record in implementing emergency program cycles in complex and volatile contexts. Knowledge and skills in cash-based programming and market analysis are essential, along with expertise in emergency response mechanisms, particularly Rapid Response Mechanisms (RRM). Strong leadership skills and a supportive management style are crucial, as is the ability to work effectively across diverse cultures and sensitive environments. Fluency in English, both written and spoken, is mandatory, while knowledge of Portuguese is considered an asset.
Educational Background: A relevant educational background is required for this position, typically including a degree in humanitarian studies, international development, social sciences, or a related field. Advanced degrees may be preferred, particularly for candidates applying for senior-level roles within the organization.
Experience: The position requires at least three years of senior-level experience in humanitarian programming, with a focus on emergency response and project management. Candidates should have experience working in humanitarian contexts, particularly in Mozambique, and should be familiar with the challenges and dynamics of emergency response in fragile environments. Previous experience in needs assessment, project monitoring and evaluation, and program development is highly desirable.
