Job Overview:
The Deputy Country Director for Programs (DCDP) is tasked with providing leadership and management for strategic programming within the organization. This role involves overseeing the development, quality, and accountability of SI's programs. The DCDP is responsible for ensuring that program activities are coherent, driven by needs, adaptable to changes in context, and conflict-sensitive. The position requires close monitoring of programs and ensuring they are adequately resourced. The DCDP will collaborate with the Country Director (CD) to implement the country and program strategy, support fundraising efforts, manage relationships with donors and partners, and provide guidance on quality management of programs. The role also includes preparing for the proposals cycle for 2024, reviewing past projects, and supporting the implementation of the security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security and Livelihood (FSL) strategy at the mission level.

Duties and Responsibilities:
The DCDP will have a range of responsibilities including: collaborating with the CD to implement the country and program strategy; supporting fundraising efforts and managing relationships with donors and partners; overseeing program development and providing cohesive leadership to SI programming; ensuring timely communication on program issues to the CD and HQ; guiding quality management of programs by monitoring quality criteria and indicators; updating and implementing procedures, guides, and tools in accordance with HQ recommendations; supporting lessons learned and using findings to guide future strategic direction; and proactively proposing new activities based on evolving contexts. Additionally, the DCDP will review and strengthen SI's emergency strategy and mechanisms in line with emergency funding.

Required Qualifications:
Candidates must possess a Master’s degree in humanitarian action, development, law" style="border-bottom: 1px dotted #007bff !important;">international law, or a related technical area pertinent to the humanitarian sector. They should have 3 to 4 years of experience in the humanitarian sector, demonstrating strong technical knowledge in project cycle management, strategic planning, and coordination skills. The ability to represent SI effectively to donors and partners is essential. Leadership and management skills, as well as the ability to coordinate with partners and prioritize tasks, are also required.

Educational Background:
A Master’s degree in a relevant field such as humanitarian action, development, international law, or any other technical area related to the humanitarian sector is required for this position. This educational background is crucial for understanding the complexities of humanitarian work and for effectively managing programs.

Experience:
The position requires candidates to have 3 to 4 years of experience in the humanitarian sector. This experience should include a strong understanding of project cycle management and the ability to navigate complex humanitarian environments. Candidates should have a proven track record of leadership and management in similar roles.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with external partners. Proficiency in Portuguese is also beneficial, given the location of the position in Mozambique and the need to communicate with local stakeholders.

Additional Notes:
This position is a short-term contract with a duration of 6 months, starting as soon as possible. The role is based in Pemba, Mozambique, which is a coastal city known for its comfortable living conditions and access to amenities. The salary for this position starts from EUR 3,300 gross per month, which includes a base salary of EUR 3,000 and a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of USD 750 is provided, along with coverage for accommodation costs and travel expenses. The organization implements a break system, allowing for 7 working days off every three months, with an additional rest day for each month worked. Expatriates are offered a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs, as well as coverage for essential vaccinations and antimalarial treatments.
