Job Overview: The Regional Manager for Transaction Advisory – PPP will lead IFC's PPP advisory business across North, West, and Central Africa. This pivotal role requires the selected candidate to be based in one of the key cities: Cairo, Dakar, Abidjan, or Rabat. Reporting to the relevant Division Directors, the Manager will oversee a regionally dispersed team, driving business growth while managing relationships with governments, clients, and key stakeholders. The position entails significant oversight support for IFC's Corporate Finance Services (CFS) business in the region. The Manager will be responsible for developing and implementing regional PPP transaction advisory strategies in collaboration with Division Directors and Country Managers, with a focus on fragile countries and high-impact projects. The role also involves originating, executing, and managing a pipeline of PPP mandates across infrastructure and public services, ensuring a strategic balance in geographic focus. Achieving Gross Mobilization targets and regional KPIs will be essential, alongside establishing impact-focused business and development goals. The Manager will also play a crucial role in building IFC's market presence and brand within the PPP sector.
Duties and Responsibilities: The duties and responsibilities of the Regional PPP Manager include:
Strategy and Business Development: Develop and implement regional PPP transaction advisory strategies in collaboration with Division Directors and Country Managers, focusing on fragile countries and high-impact projects. Originate, execute, and manage a pipeline of PPP mandates across infrastructure and public services, ensuring a strategic geographic balance. Achieve Gross Mobilization targets and regional KPIs while establishing impact-focused business and development goals. Build IFC's market presence and brand in the PPP sector.
Team Leadership and Organizational Capacity: Lead, motivate, and develop a high-performing, multicultural regional PPP team. Enhance organizational capacity through process, system, and skills improvements. Actively contribute to Regional Management Teams and collaborate with other CTA Managers on knowledge sharing.
Stakeholder Engagement: Cultivate strong relationships with World Bank Group counterparts, governments, sponsors, investors, regulators, donors, and NGOs. Represent IFC externally and manage diverse stakeholder relationships across the region.
Risk and Quality Management: Provide quality assurance on key transaction outputs, including due diligence reports, bidding terms of reference, and transaction contracts. Manage financial and operational risks across the regional PPP portfolio.
Required Qualifications: The ideal candidate for the Regional PPP Manager position should possess a robust set of qualifications, including:
Proven experience in leading and managing PPP advisory services, with a strong understanding of the infrastructure and public services sectors.

Experience: The position requires significant experience, typically a minimum of 10 years in the field of PPP advisory, infrastructure finance, or related sectors. Candidates should have a proven track record of managing complex projects and leading teams in a multicultural environment. Experience working with governments, private sector clients, and international organizations is essential.
Languages: Fluency in English is mandatory, and proficiency in French is highly desirable given the regional focus. Knowledge of additional languages relevant to the region would be considered an asset.
Additional Notes: This position is a full-time role, and the selected candidate will be expected to work in one of the specified locations: Abidjan, Cairo, Dakar, or Rabat.
