Job Overview:
The Human Resources Officer will play a crucial role in the Strategy & Information Management Unit (SIMU) within the Human Resources Management Section (HRMS) of the Administration and Conference Management Division (ACMD) at the ECA. This position requires a proactive approach to managing HR data and systems, ensuring the integrity and accuracy of human resources information. The officer will be responsible for producing HR reports and analytics to support decision-making processes, contributing to the design and implementation of HR strategies, and optimizing HR processes. The role demands collaboration with various stakeholders to enhance efficiency and compliance with HR policies and procedures. The officer will also serve as a focal point for HR data-related queries and support internal communication efforts.

Duties and Responsibilities:
The Human Resources Officer will be responsible for a wide range of duties including:
  • Management of HR Data and Systems: Ensuring the integrity and accuracy of HR data by maintaining organizational structures, reconciling staffing data, processing job requisitions, and monitoring data quality.
  • HR Reporting, Analytics, and Information Management: Producing HR reports, developing dashboards, analyzing HR data for trends, and improving reporting methodologies.
  • Support to HR Strategy, Systems, and Process Optimization: Contributing to HR data solutions, applying project management approaches, and collaborating with HR units to streamline processes.
  • Coordination, Compliance, and Operational Support: Ensuring compliance with HR policies, monitoring workflows, identifying process gaps, and supporting audit processes.
  • Advisory, Coordination, and Cross-functional Support: Providing guidance on HR data management, supporting internal communication, and assisting in the preparation of materials for meetings.

Required Qualifications:
Candidates must possess a strong understanding of human resources policies and practices, with the ability to apply them effectively in an organizational context. The role requires analytical skills to identify issues and formulate recommendations. The officer should demonstrate professionalism, efficiency, and a commitment to gender equality in the workplace. Additionally, the ability to work under pressure and manage multiple priorities is essential.

Educational Background:
An advanced university degree (Master’s or equivalent) in Human Resources Management, Business Administration, Information Management, Data Analytics, Statistics, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years of progressively responsible experience in human resources management, administration, or a related area is required. Candidates should have experience with enterprise resource planning systems, recruitment platforms, and data visualization tools. Experience in data analytics or related areas is desirable, as well as experience in process improvement and automation of workflows.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in either English or French is required, with a minimum level of proficiency as specified by the UN Language Framework. Candidates should demonstrate strong reading, writing, listening, and speaking skills in the required language.

Additional Notes:
This position is subject to local recruitment, meaning that candidates must be nationals of Ethiopia or reside within commuting distance of the office. The appointment is for an initial period of one year, with the possibility of renewal based on the availability of the post and funding. Candidates selected from outside the duty station will be responsible for their relocation costs.
