Job Overview:
The ICAO Programme Analysis Associate (Mid) position is crucial for supporting the Regional Office's operations in the Middle East. The incumbent will report to the Deputy Regional Director and will be responsible for providing technical and administrative support to various meetings, including the Directors General of Civil Aviation (DGCA-MID) meetings and other regional coordination meetings. The role requires a proactive approach to assist in the preparation and execution of these meetings, ensuring that all necessary documentation is prepared and that follow-up actions are tracked effectively. The associate will also maintain databases related to technical assistance and implementation support activities, ensuring that the office runs smoothly and efficiently. This position is designed for individuals who are detail-oriented and capable of managing multiple tasks simultaneously while maintaining high standards of professionalism and communication.

Duties and Responsibilities:
The duties and responsibilities of the ICAO Programme Analysis Associate include:
  • Supporting DGCA-MID meetings by assisting the Regional Director and Deputy Regional Director with logistical arrangements, documentation, and follow-up actions.
  • Preparing State Letters and maintaining communication with stakeholders regarding meeting outcomes and follow-up actions.
  • Managing the database for MID Office Technical Assistance and Implementation Support Activities.
  • Coordinating with host states for logistical arrangements for MIDANPIRG and RASG-MID meetings, including the preparation of meeting documentation and reports.
  • Maintaining the MIDANPIRG and RASG-MID Procedural Handbooks and ensuring the ICAO MID Office website is updated with relevant documents.
  • Assisting in the processing of proposals for amendments to the MID ANP and SUPPs and managing requests related to designators and location indicators.
  • Providing support for office management and business continuity, including managing email correspondence and updating office files.
  • Maintaining relations with public, states, and international organizations, responding to inquiries, and drafting correspondence as needed.
  • Performing other related duties as assigned by the management.

Required Qualifications:
The required qualifications for the ICAO Programme Analysis Associate position include:
  • A high school diploma is essential, while a first-level university degree in Arts and Literature, Commerce, Communications, or a related field is desirable.
  • At least six years of progressively responsible experience in office administration, including experience in office management, communication, and coordination of tasks.
  • Familiarity with modern office technology and experience working in a multi-national and multi-cultural environment is essential.
  • Experience in handling sensitive and confidential material discreetly is required.
  • Desirable qualifications include experience with UN administrative policies and procedures, as well as familiarity with ICAO's activities and practices.

Educational Background:
The educational background required for this position includes a high school diploma as a minimum requirement. A first-level university degree in relevant fields such as Arts and Literature, Commerce, or Communications is considered desirable and would enhance the candidate's profile for this role.

Experience:
Candidates should possess at least six years of progressively responsible experience in office administration, which includes office management, communication, and coordination of tasks. Experience in maintaining records and files, as well as working with modern office technology, is essential. Additionally, candidates should have experience in a multi-national and multi-cultural environment, which is crucial for the role given the international nature of ICAO's work.

Languages:
Fluent reading, writing, and speaking abilities in English and Arabic are mandatory for this position. A working knowledge of any other language of the Organization, such as Chinese, French, Russian, or Spanish, is considered desirable and would be an asset in this role.

Additional Notes:
This position is locally recruited and is restricted to citizens of Egypt or applicants with a valid work permit. The contract is fixed-term for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants and may be assigned to various activities or offices within the organization. The position offers an attractive benefits package in accordance with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering service after January 1, 2014, is 65 years. The net base salary for this position is USD 22,486 per annum.
