Job Overview:
The Senior Technical Advisor (STA) for Transition and Sustainability is a pivotal role within Pact’s Global Health team, focusing on U.S. Government-funded HIV, health systems, and global health security" style="border-bottom: 1px dotted #007bff !important;">security programming across multiple countries. The STA is expected to provide technical leadership and strategic guidance to prepare governments and local partners to assume and sustain responsibility for essential health services and program functions. This includes supporting HIV service delivery, health system resilience, and global health security. The STA will work closely with country-based transition leads, project leadership, and technical teams to develop and implement time-bound transition and sustainability plans. The role requires translating commitments into measurable actions, assessing progress, managing risks, and strengthening the institutional, financial, operational, and compliance capacities necessary for sustaining integrated health services. The STA will also promote consistent approaches, facilitate cross-country learning, and engage with stakeholders on transition priorities and progress, making this a highly collaborative and impactful position.

Duties and Responsibilities:
The key responsibilities of the Senior Technical Advisor include providing technical leadership and strategic guidance on transition and sustainability for USG-funded programs. This involves working with country-based transition leads and project leadership to ensure that approaches are coherent, evidence-based, and high quality. The STA will guide the development and implementation of transition and sustainability plans, assess government and local partner readiness, and advise on the phased handover and integration of service delivery and technical resources. Mentoring country-based transition leads, reviewing and adapting Pact’s capacity strengthening tools, and participating in coordination meetings are also essential duties. The STA will monitor and report on progress against transition milestones, oversee documentation of transition progress, and develop practical tools for transition and sustainability. Other duties may be assigned as needed, reflecting the dynamic nature of the role.

Required Qualifications:
Candidates must possess a Master’s degree and at least 9 years of relevant experience, or an equivalent combination of education and experience. Additional qualifications include a Master’s degree in public health, international development, or a related field, along with at least 12 years of progressively responsible experience in global health programming. Experience working with national and subnational governments, particularly in health program transition and sustainability, is crucial. Familiarity with USG-funded global health programs and their compliance requirements is also required. Candidates should have experience in guiding the transition of health services to government or local partners, as well as in strengthening organizational capacity across various systems.

Educational Background:
The educational background required for this position includes a Master’s degree in public health, international development, organizational development, or a related field.
