Job Overview:
The Human Resources Officer will be responsible for managing the Human Resources functions of the Country Office (CO) and its Sub-Offices. This role involves overseeing the HR management function in accordance with the organization's policies and procedures, advising the Head of Resources Management and the Chief of Mission on HR policies, and supervising HR staff in administrative transactions. The HR Officer will ensure that personnel files and attendance records are well maintained, facilitate the maintenance of the HR/Training database, and liaise with external partners. The position requires a proactive approach to implementing HR policies, managing staff contracts and entitlements, and ensuring compliance with organizational standards. The HR Officer will also play a key role in talent management, performance appraisal, and staff development, ensuring that the CO's HR processes align with the organization's goals and objectives.

Duties and Responsibilities:
  • Oversee the Human Resources Management function in coordination with the Head of Resources Management, ensuring compliance with organizational policies and procedures.
  • Supervise HR staff in carrying out administrative transactions, including contract preparation and personnel actions.
  • Maintain personnel files and attendance records for international and national staff, ensuring accuracy and compliance.
  • Liaise with external partners and act as a focal point for recruitment and deployment of non-IOM staff in emergency areas.
  • Maintain the CO’s WAVE Human Capital Module (HCM) and ensure effective administration of the module.
  • Prepare monthly payroll for national staff, ensuring accuracy and timely processing.
  • Assist with the implementation of new HR policies and procedures within the CO.
  • Advise on staffing issues and oversee project staffing tables.
  • Monitor compliance with the Performance Appraisal System and advocate for timely completion of performance management processes. 1
  • Coordinate staff development and training initiatives, ensuring alignment with organizational priorities. 1
  • Prepare administrative reports and assist in monitoring internal controls to prevent fraud and mismanagement. 1
  • Review audit recommendations and implement necessary changes within the HR function. 1
  • Attend external meetings and brief CO management as required. 1
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the above fields with seven years of relevant professional experience is acceptable. Experience in administration and all facets of HR, including talent acquisition, management of staff contracts, and interpretation of staff rules is essential. Familiarity with the UN common system or similar systems is advantageous, as is previous experience in an international organization or in Africa and/or developing countries.

Educational Background:
A Master’s degree in a relevant field such as Human Resources, Business Administration, or Social Sciences is required. Candidates with a University degree in these fields must have additional years of relevant experience to qualify. Accreditation from recognized institutions listed in the UNESCO World Higher Education Database is necessary for educational qualifications.

Experience:
The position requires a minimum of five years of relevant professional experience for candidates with a Master’s degree, or seven years for those with a University degree. Experience should encompass all aspects of human resources management, including talent acquisition, administration of staff contracts, and the development of HR guidelines. Previous work experience in international organizations and familiarity with the UN common system is highly desirable.

Languages:
Fluency in English, both oral and written, is mandatory for this position. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language spoken in the region is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is classified as an internationally recruited professional staff role, which requires mobility. Candidates must be prepared to relocate as necessary. The selection process may also be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
