Job Overview:
The Implementing Partner Support Associate will work under the overall supervision of the Senior National Budget Officer and the direct supervision of the Compliance Verification Coordinator (Implementing Partners). The primary responsibility of this position is to conduct expenditures verification provided by Implementing Partners (IPs). The role involves ensuring compliance with the Special Conditions set forth in agreements, supporting external and internal audits, and maintaining effective communication with IPs. The associate will also be responsible for financial verification of expenditures, ensuring adherence to procurement procedures, and monitoring the performance of IPs. This position requires a proactive approach to problem-solving and a commitment to maintaining high ethical standards in financial management.

Duties and Responsibilities:
  • Ensure that the provisions from Special Conditions are applied by the Implementing Partners and flag any non-compliance to the supervisor.
  • Provide support for external and internal IOM auditing and assist with the preparation, printing, and filing of the approved drafts of the final financial IP audit report.
  • Follow up on changes in the Financial and Administrative Framework Agreement (FAFA) provisions and ensure compliance with updated instructions.
  • Assist with reviewing Financial Reports by counterchecking data with certified physical and electronic copies, ensuring all supporting documents are eligible for the Action.
  • Conduct verification of personnel costs, office costs, operational costs, and other statutory costs required by the Greek Government for national partners.
  • Ensure procurement procedures are followed by Implementing Partners in accordance with good financial management principles.
  • Verify physical assets purchased by IPs and ensure costs are included in the approved budget.
  • Maintain regular communication with Implementing Partners and support procedures to verify their performance and financial reports.
  • Assist in external verification/audit exercises by providing necessary information and drafting audit responses. 1
  • Administer and monitor agreements and cost plans, ensuring compliance with regulations and established policies. 1
  • Monitor budget utilization and provide timely information to Mission management for decision-making. 1
  • Facilitate knowledge sharing and capacity building of Implementing Partners. 1
  • Follow IP timelines for activity implementation, prepare milestones for funding disbursements, and assist with payment processing. 1
  • Perform other related duties as assigned.

Required Qualifications:
  • University degree in Economics, Finance, Accounting, Business Administration, or a related field from an accredited academic institution with at least three years of relevant professional experience; or a high school graduate with five years of relevant professional experience.
  • Previous experience in a similar function is a distinct advantage.
  • Experience in working in a multi-cultural environment is preferred.
  • Demonstrated ability to review data, identify discrepancies, and resolve operational problems.
  • Computer literacy in standard software applications, especially MS Excel and Word.
  • Ability and willingness to learn new software systems/programs.
  • Knowledge of IOM accounting systems, SAP (PRISM-FI) software, and procedures is a distinct advantage.
  • Strong work ethics and commitment to humanitarian principles are essential.

Educational Background:
Candidates must possess a university degree in a relevant field such as Economics, Finance, Accounting, or Business Administration from an accredited institution. Alternatively, a high school diploma with significant professional experience may be acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received a recognized education that meets international standards.

Experience:
Candidates should have at least three years of relevant professional experience in a similar role, preferably within an international organization or in a multi-cultural environment. Experience in financial management, auditing, or compliance verification is highly desirable. The role requires a strong understanding of financial regulations and the ability to navigate complex financial systems and processes.

Languages:
Fluency in English and Greek is required for this position, both oral and written. All IOM staff members are required to be fluent in one of the IOM's official languages (English, French, Spanish). Proficiency in additional languages may be considered an asset and will be evaluated during the selection process, which may include written and/or oral assessments.
