Job Overview:
The UNEP Consultant/Regional Expert position is focused on supporting the Mediterranean Action Plan (MAP) Secretariat in updating the Resource Mobilization Strategy (RMS) for the period 2028-203

• This role is critical in ensuring that the necessary resources are mobilized in a predictable and coherent manner to implement the Medium-Term Strategy (MTS) 2028-2033 and the respective Programmes of Work (PoWs) of the Barcelona Convention. The consultant will work closely with the UNEP/MAP Deputy Coordinator and the Programme Officer (Governance) to develop a comprehensive workplan, evaluate the current RMS, and identify funding opportunities that align with regional and national priorities. The consultant will also be responsible for drafting and revising the updated RMS, ensuring it reflects recent developments and includes a coherent communication strategy targeting potential donors and partners.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:

• Developing a detailed workplan and timetable for the assignment.
• Evaluating the current status of the Resource Mobilization Strategy's implementation.
• Conducting a desk review to analyze existing and new funding mechanisms and highlight potential funding opportunities.
• Preparing a ground mapping study to identify funding opportunities for regional and national priorities, including timelines for existing funding instruments.
• Reviewing the existing UNEP/MAP Resource Mobilization Strategy and recommending necessary updates.
• Developing a coherent communication mechanism aimed at attracting resources from donors and partners, including key national agencies and programs.
• Preparing a first draft of the updated RMS, which will include a roadmap for its implementation.
• Revising the draft based on feedback received and submitting the final report to UNEP/MAP, which will include the updated RMS and a coherent communication mechanism targeting donors and partners.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in international relations, environmental sciences/engineering, law, or other relevant political or social science areas. Alternatively, a bachelor's degree combined with two additional years of relevant professional experience may be accepted in lieu of the advanced degree. Additionally, candidates should have at least 7 years of relevant professional working experience, including a minimum of 4 years of proven experience with various donors and institutions in the field of environment and sustainable development, particularly focusing on resource mobilization. Experience in resource mobilization specifically within the Mediterranean region is highly desirable, as is knowledge of gender mainstreaming issues. Proficiency in office software is also required.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in fields such as international relations, environmental sciences, environmental engineering, law, or other relevant areas of political or social sciences. A bachelor's degree may be considered if accompanied by two additional years of relevant professional experience in the required field.

Experience:
The position requires a significant level of experience, specifically at least 7 years of relevant professional working experience. This includes a minimum of 4 years of proven experience working with different donors and institutions in the field of environment and sustainable development, with a strong emphasis on resource mobilization. Experience in the Mediterranean region is particularly valuable, as it will enhance the consultant's ability to navigate the specific challenges and opportunities present in this area.

Languages:
Fluency in English, both written and oral, is mandatory for this position. Additionally, a working knowledge of French is desirable, as it may facilitate communication with a broader range of stakeholders and partners in the region.
