Job Overview:
The Programme Officer P2 position at UNICEF Honduras is focused on supporting the Education team in the implementation, monitoring, reporting, and evaluation of project activities. The role involves data analysis and progress reporting to align with program goals and objectives. The officer will engage in knowledge management for programs, develop and manage programs effectively, ensure optimum use of program funds, and monitor and evaluate program outcomes. The position also emphasizes a rights-based and results-based management approach, building national and local capacities for sustainability, and advocating for rights at various levels, including national, community, and family levels. The officer will be expected to foster partnerships, coordination, and collaboration with various stakeholders to achieve these objectives.

Duties and Responsibilities:
The duties and responsibilities of the Programme Officer P2 include:
  • Knowledge Management for Programmes: Collecting, analyzing, and disseminating information relevant to program implementation and outcomes.
  • Programme Development and Management: Designing and managing programs that align with UNICEF's strategic goals, ensuring they are effective and sustainable.
  • Optimum Use Of Program Funds: Monitoring financial resources and ensuring they are utilized efficiently and effectively for program activities.
  • Programme Monitoring and Evaluations: Conducting regular assessments of program performance and impact, and making recommendations for improvements.
  • Rights-Based and Results-Based Programme Management Approach: Implementing programs that prioritize the rights of children and focus on achieving measurable results.
  • National and Local Capacity Building/Sustainability: Working with local partners to strengthen their capacity to deliver services and support children’s rights.
  • Rights Perspective and Advocacy: Promoting children's rights and gender equality at all levels of society.
  • Partnership, Coordination, and Collaboration: Building and maintaining relationships with stakeholders, including government agencies, NGOs, and community organizations to enhance program effectiveness.

Required Qualifications:
To qualify for the Programme Officer P2 position, candidates must possess a completed first level university degree (Bachelor’s degree) in fields such as Social Sciences, International Relations, Project Management, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field. Additionally, candidates should demonstrate a strong capacity to manage rights-based and results-based programs, analyze data effectively, and engage with diverse stakeholders. Knowledge of program reporting and evaluations, as well as program fund monitoring, is essential.

Educational Background:
Candidates must have a completed first level university degree (Bachelor’s degree) in relevant fields such as Social Sciences, International Relations, Project Management, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant technical fields. This educational background is crucial for understanding the complexities of program management and implementation in the context of children's rights and education.

Experience:
A minimum of two (2) years of relevant professional work experience is required for this position. Candidates should have experience in project implementation, particularly in social development and education at the municipal level. Experience with intersectoral projects and familiarity with working in developing countries, especially in fragile settings and humanitarian contexts, is considered an asset. Additionally, experience with Korean Cooperation and emergency response is advantageous.

Languages:
Proficiency in English and Spanish is mandatory for this position. Knowledge of Korean is considered an asset, enhancing the candidate's profile for this role. The ability to communicate effectively in both English and Spanish is essential for collaboration and reporting within the diverse environment of UNICEF.
