Job Overview: The Senior MEAL Officer is responsible for ensuring the proper implementation of monitoring and evaluation systems, accountability, learning, and information management in the assigned geographical area. Reporting to the Regional MEAL Manager, the officer contributes to defining the MEAL action plan and information management strategy, implements this plan, and monitors its progress. The role involves close collaboration with project managers to ensure that monitoring systems, data collection, information management, evaluation, and accountability to affected populations are adapted to the intervention context and comply with HI standards. The officer also plays a key role in enhancing the MEAL/GI skills of partners and supports project managers in implementing minimum project management processes as described in the Project Quality Policy (PCP).
Duties and Responsibilities:
Contribute to defining and monitoring the MEAL action plan and information management strategy.
Support project managers and partners in implementing minimum project management processes.
Establish systems to monitor results and ensure compliance with methodological standards during surveys.
Ensure systematic planning and implementation of monitoring processes for each project.
Provide technical support and training to project teams and enumerators in monitoring methods and survey implementation.
Develop databases as needed and ensure data registration and processing for implemented surveys.
Ensure compliance with HI standards applicable to project evaluations, including conducting annual self-assessments and internal evaluations.
Facilitate feedback sessions on evaluation results with beneficiaries and stakeholders.
Implement defined accountability mechanisms to provide accountability to affected populations. 1
Contribute to learning and continuous improvement of HI interventions by collecting, analyzing, and modeling knowledge produced. 1
Represent HI's MEAL and GI expertise in relevant networks within the geographical area of intervention. 1
Contribute to emergency preparedness actions and adapt work methods in case of emergencies.
Required Qualifications: Desirable postgraduate degree in humanitarian aid, development, international project management, or related fields. A university degree in Economics, Accounting, Administration, Statistics, Systems Engineering, Computer Sciences, or other related fields. A minimum of 3 years of experience in humanitarian aid and development project coordination, including at least 2 years in MEAL-related positions. Proficiency in Excel (intermediate/advanced), Power BI (intermediate/advanced), and data collection tools (preferably Survey CTO) at an intermediate/advanced level. Fluent in Spanish (C1) and desirable knowledge of French or English (B1).
Educational Background: Candidates should possess a university degree in relevant fields such as Economics, Accounting, Administration, Statistics, Systems Engineering, or Computer Sciences. A postgraduate degree in humanitarian aid, development, or international project management is preferred but not mandatory.
Experience: Candidates should have a minimum of 3 years of experience in the humanitarian aid sector and development project coordination, with at least 2 years in roles specifically related to Monitoring, Evaluation, Accountability, and Learning (MEAL).
Languages: Fluency in Spanish is mandatory (C1 level). Knowledge of French or English at a B1 level is desirable but not required.

The salary range for this position is between 33,606 to 40,530 Lempiras, depending on the candidate's experience and competencies, in strict compliance with HI's internal compensation policy.
