Job Overview:
The UNFPA Representative leads a country office team in the design and implementation of a comprehensive population and development program, with a strong focus on sexual and reproductive health. This role involves building alliances and partnerships with various stakeholders, including governments, civil society, and the private sector, to realize the 2030 Agenda. The Representative is responsible for ensuring that the organization's mandate is integrated into the national development agenda, advocating for the rights of the most vulnerable populations, and delivering high-quality programs that address critical issues such as maternal health, family planning, and gender-based violence. The position requires a strategic leader who can navigate complex global and local environments, manage resources effectively, and drive results that make a significant impact on the lives of individuals and communities.

Duties and Responsibilities:

• Strategic Direction, Planning, and Management: Lead the positioning of UNFPA on strategic issues in the country, build institutional relationships with government counterparts and other stakeholders, promote UNFPA’s role in the national development agenda, and establish priorities for the Country Office.
• Management of Resources: Manage international and national staff, foster a culture of growth and development, attract and retain high-caliber staff, and ensure compliance with security" style="border-bottom: 1px dotted #007bff !important;">security standards.
• Programme Leadership and Representation: Advise senior management on country-level issues, engage national counterparts through effective advocacy, represent UNFPA within the UN Country Team, and drive accountability for humanitarian response plans.
• Programme Oversight and Coordination: Ensure compliance with UNFPA policies, enforce financial and monitoring processes, and carry out any other duties as required by the Regional Director.

Required Qualifications:
Candidates must possess a postgraduate university degree in disciplines such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, or Public Administration. They should have at least 10 years of increasingly responsible professional experience in public administration and international development, with a minimum of 8 years in the field of population and development or sexual and reproductive health. Proven leadership abilities, experience in advocacy and policy dialogue, and a strong understanding of the UNFPA mandate are essential. Field experience, particularly in developing or crisis contexts, is highly desirable.

Educational Background:
A postgraduate university degree in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, or Public Administration is required for this position. This educational background is crucial for understanding the complexities of population and development issues and for effectively leading programs that address these challenges.

Experience:
Candidates should have a minimum of 10 years of progressively responsible experience in public administration and international development, with at least 8 years specifically in the areas of population and development, sexual and reproductive health, or humanitarian work at the international level. This experience should include a strong track record of leading teams, achieving high-quality results, and engaging in advocacy and policy dialogue at both national and international levels.

Languages:
Fluency in English is required for this position. Depending on the duty station, proficiency in another language such as French, Spanish, Arabic, Chinese, Russian, or Portuguese is desirable. This multilingual capability is important for effective communication and collaboration with diverse stakeholders in the international development community.
