Job Overview:
The Project Manager for Global Health Security will play a crucial role in leading and coordinating the EpiC Laos GHS activities. This position is responsible for ensuring that all work plan activities are executed on time, within budget, and in alignment with both national and donor priorities. The manager will oversee capacity-building efforts, provide programmatic and operational guidance to staff, and act as a key liaison with various stakeholders, including the Ministry of Health and provincial authorities. The role also encompasses monitoring, reporting, and financial oversight, as well as managing any sub-grantees involved in GHS work. The Project Manager will be expected to apply best practices in project management and ensure effective coordination across multiple project components.

Duties and Responsibilities:
The Project Manager will be responsible for overseeing capacity-building teams and ensuring that project activities are delivered with high quality and accountability. Key responsibilities include developing comprehensive project management plans, documentation, training materials, presentations, and budget proposals. The manager will provide guidance to project staff, ensuring clarity on plans and priorities while promoting effective teamwork. They will define project scope, goals, and deliverables that align with the project's strategic direction, monitor project progress, address issues, and implement improvement plans as necessary. Regular evaluation of project performance and updates to the Project Director will be required. The manager will also build and maintain essential partnerships for successful implementation, manage operational and tactical aspects of GHS activities, identify risks, and propose mitigation measures. They will represent EpiC Laos in meetings with various stakeholders and ensure timely submission of financial and activity reports. Additionally, the Project Manager will oversee training and capacity-building activities for government and partner staff, ensuring high-quality delivery of training across all project areas.

Required Qualifications:
Candidates must possess at least seven to ten years of experience managing health programs or activities in Laos. A strong knowledge of the Laos health system and experience working within it is essential. Demonstrated skills in facilitation, coordination, and stakeholder engagement are required, along with familiarity with United States Government program management, operations, regulations, and reporting. Experience in operationalizing guidelines and standard procedures, as well as working in the government sector, is necessary. Skills in training and facilitation, including the development of training materials and resources, are also important. Strong writing and oral communication skills are a must, along with an understanding of different donor requirements and reporting expectations.

Educational Background:
The educational background required for this position typically includes a degree in public health, health management, or a related field. Advanced degrees such as a Master's in Public Health (MPH) or similar qualifications may be preferred, as they provide a deeper understanding of health systems and program management.

Experience:
The position requires a significant level of experience, specifically at least seven to ten years in managing health programs or activities, particularly within the context of Laos. This experience should encompass various aspects of health program management, including planning, implementation, monitoring, and evaluation.

Languages:
Fluency in English is mandatory, as it is the primary language for reporting and communication with international stakeholders. Knowledge of Lao language is highly desirable, as it facilitates better communication with local partners and government officials.

FHI 360 offers competitive compensation, with an expected hiring salary range indexed at USD 19,700 - 27,000 for the annual basic salary.
