National Consultant - Vaccine Data Monitoring and Evaluation

Job Overview:
The National Consultant for Vaccine Data Monitoring and Evaluation will provide essential technical support for data monitoring and evaluation during the bivalent oral polio vaccine (bOPV) supplementary immunization activity (SIA). This role includes conducting readiness assessments, intra-campaign monitoring, and post-campaign coverage verification. The consultant will also assist the National Immunization Programme in enhancing the Routine Immunization data management system. The position is crucial in ensuring that the SIA achieves its objectives and contributes to the eradication of polio in Laos, particularly in light of the recent cVDPV1 outbreak that highlighted significant gaps in immunization coverage and surveillance.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables: 1) Reviewing and finalizing the bOPV SIA monitoring tools and checklists, and conducting readiness assessments at both national and provincial levels. 2) Carrying out real-time monitoring and rapid convenience monitoring (RCM), analyzing daily coverage data, and preparing written feedback for the National Immunization Programme (NIP) and sub-national Expanded Programme on Immunization (EPI) teams. 3) Conducting post-campaign coverage assessments using Lot Quality Assurance Sampling (LQAS) or equivalent methods, compiling and analyzing data for the final evaluation report. 4) Preparing data harmonization inputs with the Ministry of Health, WHO, UNICEF, CHAI, and other partners, and preparing technical updates for coordination meetings. The consultant will work under the supervision of the WHO Lao PDR VDI Team Leader and in collaboration with the NIP.

Required Qualifications:
Candidates must possess a first university degree in computer science, data science, statistics, public health, or a related field, or equivalent professional training from a recognized institution. A master's degree in a relevant field is desirable. Essential qualifications include a minimum of 2 years of experience in program data management or a related field, with experience in international organizations considered an advantage. Candidates should demonstrate knowledge of data management processes, the ability to work independently under pressure, and strong interpersonal skills to collaborate effectively with policy-makers and partners.

Educational Background:
The educational background required for this position includes a bachelor's degree in a relevant field such as computer science, data science, statistics, or public health. A master's degree in a related area is preferred but not mandatory. Candidates should have received their qualifications from institutions recognized in the World Higher Education Database (WHED).

Experience:
The position requires a minimum of 2 years of relevant experience in program data management or a closely related field. Experience working with international organizations is considered a plus, as it may provide valuable insights into the complexities of global health initiatives and data management practices.

Languages:
Fluency in Lao is essential, along with a high degree of competency in reading, writing, and speaking English. Proficiency in these languages is crucial for effective communication and collaboration with local and international stakeholders involved in the immunization program.

Additional Notes:
The consultancy is a full-time position with an expected duration of 6 months. The consultant will be required to work onsite in Vientiane, Laos, and extensive travel within the province of assignment will be necessary. The remuneration for this position is set at USD 2500 per month, excluding travel costs.
