Allied Land Command (LANDCOM) HQ is the Theatre Land Component and Land Advocate responsible for coordinating and synchronizing NATO and Partner Land Forces. The organization focuses on enabling land domain readiness, interoperability, standardization, and competency. LANDCOM is prepared to deploy headquarters elements to provide planning, coordination, and command capabilities to Allied forces. The Operations Directorate, which is part of LANDCOM, is responsible for monitoring and coordinating operational staff functions. The Engineering Division (GENG) analyzes terrain and infrastructure in the Area of Operations (AOR) and assesses their impact on mobility, counter-mobility, and survivability. It also recommends protective works and infrastructure improvements, particularly against improvised explosive devices. The Infrastructure and Plans Branch advises on military engineering and infrastructure in the AOR and drafts LANDCOM projects for the security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">NATO Security Investment Programme.

Job Overview:
The Staff Officer (Engineering Resource and Logistics) plays a crucial role in providing engineering resources and logistics support to the Operational Planning Group (OPG) and deployed forces. In peacetime, the incumbent is responsible for all matters related to GENG Logistics, resources, and Host Nation Support (HNS). This includes coordinating logistic efforts with the Logistic Division, Joint Force Command (JFC), and contractors. The officer also contributes to the development of military engineering logistic plans and provides input to operational staff work. In times of crisis, the officer applies the same tasks to the planning cycle and contributes to Land Coordination Orders and operational directives. The role requires a proactive approach to identifying and addressing logistic and resource shortfalls, risks, and surpluses, as well as maintaining input to NATO doctrine and publications. The incumbent is expected to advise the Command on issues related to military engineering logistics and resources, ensuring that all operations are well-coordinated and effectively executed.

Duties and Responsibilities:
The incumbent's duties include:

• Being responsible to the Branch Head for all matters related to GENG Logistics, resources, and Host Nation Support (HNS).
• Acting as the GENG representative to the Deputy Chief of Staff (DCOS) Support disciplines.
• Coordinating and monitoring the development and implementation of GENG Logistics, resources, and HNS arrangements within the LANDCOM Area of Responsibility.
• Contributing to the development of military engineering logistic plans and Engineer Appendices in Operational Staff work.
• Providing contributions and input to the Recognized Military Engineer Picture, Recognized Logistic Picture, and LOGFAS.
• Identifying and highlighting Engineer Logistic and Resource shortfalls, risks, and surpluses.
• Supporting Requirement Review Working Groups and HQ Sustainment Working Groups as required.
• Developing and maintaining input to NATO doctrine and publications.
• Submitting observations in their area of expertise and contributing to the Lessons Learned process. 1
• Advising the Command on any issues pertaining to military engineering logistics and resources. In crisis situations, the officer will also apply the same tasks to the planning cycle and contribute to Land Coordination Orders, OPORDs, and FRAGOs.

Required Qualifications:
The position requires a combination of professional experience and educational qualifications. The essential qualifications include:

• Professional experience in Combat Engineering, specifically in activities that operate, maintain, and perform war/battle damage repair and other engineering functions in support of military operations.
• Experience in military logistics management, including planning, organizing, and directing logistics functions.
• A proven ability to work under general direction within a clear framework of accountability, exercising substantial personal responsibility and autonomy.
• Strong communication skills, both oral and written, with the ability to present complex information to both technical and non-technical audiences.
• Experience in planning, scheduling, and monitoring work to meet time and quality targets, as well as the ability to rapidly absorb new information and apply it effectively.

Educational Background:
Candidates must possess a University Degree in Military Engineering Disciplines, logistics, transport, or a related discipline, along with 2 years of function-related experience. Alternatively, candidates with Higher Secondary education and completed advanced vocational training in the relevant discipline leading to a professional qualification or professional accreditation, combined with 4 years of post-related experience, will also be considered. The specific job-related qualifications and experience outlined in the Professional/Experience section take precedence over standard education and training levels.

Experience:
Candidates should have a minimum of three years of experience as an engineer at the Division Headquarters level or higher. This experience should include combat engineering activities and military logistics management, demonstrating a comprehensive understanding of the complexities involved in these fields. The role requires the ability to work autonomously while also being capable of influencing and collaborating with various stakeholders to achieve project objectives.

Languages:
The mandatory language requirement for this position is English, with a proficiency level of SLP 3333 (Listening, Speaking, Reading, and Writing). The work conducted in this post and within the headquarters is primarily in English, necessitating fluency in both oral and written communication. While no additional languages are specified as desirable, proficiency in other NATO languages may be beneficial.

Additional Notes:
This position is part of a NATO-2030 agenda project-linked NATO International Civilian (PLN) post, limited to a three-year definite duration project. Candidates must be nationals of a NATO member country and be between the ages of 21 and 60 at the time of appointment. Appointments of definite duration may be offered to candidates over 60, provided that the contract expiry date does not exceed the candidate's 65th birthday. The role may require operational deployments in support of military operations and exercises, with potential assignments lasting from 30 to 183 days. The work environment is a normal NATO office setting, with no risk of injury categorized. Selected candidates will receive various allowances and tax exemptions as per NATO regulations, and must comply with residency requirements in Türkiye.
